Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the details of budgetary allocation and utilisation under all scholarship schemes for
marginalised communities administered by the Ministry during the last five years, year, State and
scheme-wise;
(b) whether any scholarships were withheld or delayed during such period, State-wise;
(c) if so, the details thereof along with reasons therefor, scheme-wise;
(d) whether there is any shortfall of funds, if so, the details thereof, State-wise; and
(e) whether the Government has taken any steps to ensure timely release and utilisation of funds
under these scholarship schemes, if so, the details thereof?

(a): The details of budgetary allocation and utilisation under all scholarship schemes for
marginalised communities administered by the Department of Social Justice and Empowerment
(DoSJE) during the last five years, year, State and scheme-wise are given in Annexure.
(b): No Sir.
(c): Does not arise, in view of (b).
(d): The funds under these scholarship schemes are released to the beneficiaries based on the
proposals received from the State Governments and Union Territories as per the guidelines of the
schemes.
(e): The scholarships are being disbursed through the Aadhaar Based Payment Bridge through
DBT through the State Governments and UTs. This Department has also been using centralized
online National Scholarship Portal (NSP) for NSP on-boarded States & UTs for submission of
application and tracking and disbursal of scholarships. Periodic meetings are held at National
Level, Regional Level and State Level to monitor the implementation of the schemes. Visits are
undertaken by senior officers and interactions are held with State authorities for this purpose.ANNEXURE
