Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the current status of implementation of the Smart Cities Mission (SCM) in
Bihar;
(b) the amount of funds released by the Government so far for the four
selected cities of Bihar namely Patna, Muzaffarpur, Bhagalpur and Bihar
Sharif along with the expenditure made in this regard, city-wise; and
(c) whether the Government has decided not to continue the said Mission
any further and if so, the details thereof?

(a) and (b) Under Smart Cities Mission (SCM), 4 cities, viz. Bhagalpur, Bihar
Sharif, Patna, and Muzaffarpur were selected in the State of Bihar. As
reported by the State, as on 15.01.2026, out of a total 152 projects
amounting to ₹5,253 crore, 143 projects (94% of total projects)
amounting to ₹4,923 crore have been completed and the remaining 9
projects amounting to ₹320 crore are ongoing.

(c) The Smart Cities Mission has achieved its financial closure on 31st
March, 2025. With the closure of SCM, there is no further budgetary
provision under SCM from Govt. of India.
Post the financial closure of SCM on 31st March, 2025, Ministry of Housing
and Urban Affairs (MoHUA) has issued Advisory No 27 dated 10th June,
2025 to all States/ UTs whereby all the Special Purpose Vehicles (SPVs)
have been advised to ensure that all ongoing projects under SCM must be
completed under their stipulated time period.
