SHRI SHASHANK MANI: SHRI PRABHAKAR REDDY VEMIREDDY: Will the Minister of TOURISM be pleased to state: (a) the details of projects sanctioned under Swadesh Darshan 2.0 and Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD) Schemes along with the total funds sanctioned, released and utilised under the said schemes in the country, State/UT wise, especially in Uttar Pradesh and Andhra Pradesh during the last five years, year and component-wise; (b) whether any proposal from Andhra Pradesh are pending for approval under the said schemes and if so, the details thereof; (c) whether the Government has put in place any monitoring mechanism or outcome indicators to assess the PRASHAD schemes and whether the completed PRASHAD sites have led to an increase in footfall and if so, the details thereof; (d) the details of footfall recorded at all PRASHAD sites in Andhra Pradesh since their sanction, along with the latest status of each project, site and year-wise; (e) whether the Government has identified or assessed any heritage, spiritual or cultural destinations in eastern Uttar Pradesh, including Deoria district for integration with the existing Spiritual and BuddhistTourism Circuits under Swadesh Darshan 2.0 or any other Central tourism scheme; and (f) whether the Government proposes to improve tourism infrastructure, visitor amenities and last-mile connectivity at such destinations to promote regional tourism, increase tourist footfall and generate local employment and if so, the details thereof? ANSWER THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) to (f): A statement is laid on the Table of the House. ******STATEMENT IN REPLY TO PARTS (A) TO (F) OF LOK SABHA STARRED QUESTION NO.*11 ANSWERED ON 20.07.2026 REGARDING SDS 2.0 AND PRASHAD SCHEMES RAISED BY SHRI SHASHANK MANI AND SHRI PRABHAKAR REDDY VEMIREDDY (a): The Ministry of Tourism through its ongoing schemes of Swadesh Darshan 2.0 and ‘Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ complements the efforts of the State Governments (SGs)/UT Administrations (UTs) by extending financial assistance to them for developing tourism related infrastructure in the country, including the State Government of Uttar Pradesh and Andhra Pradesh. The Ministry of Tourism revamped its Swadesh Darshan scheme in the form of Swadesh Darshan 2.0 with a destination and tourist centric approach. Under Swadesh Darshan 2.0, projects are sanctioned at destination level in order to provide enhanced tourism amenities and experience to the tourists. The Ministry of Tourism has sanctioned 53 projects under Swadesh Darshan 2.0 scheme having total sanctioned cost of ₹2,207.08 Crore. Since the launch of the PRASHAD Scheme in January 2015, the Ministry has sanctioned 54 projects in 28 States/UTs with an estimated cost of ₹1726.74 Crore. The details of the projects sanctioned under Swadesh Darshan 2.0 and PRASHAD Scheme during the last five years are given in the Annexure. (b): Receiving proposals from the State Governments/UT Administrations for financial assistance for tourism projects is a continuous process. The proposals received are examined with referenceto the prescribed guidelines and financial assistance is extended for such projects subject to fulfilment of the stipulated conditions and availability of funds. (c) & (d): The Central Sector Schemes of the Ministry of Tourism namely Swadesh Darshan, Swadesh Darshan 2.0 and PRASHAD provides for the development and augmentation of tourism infrastructure which aims to improve tourism amenities and provide better visitor experience. Although the projects are implemented by the respective State Governments/UT Administrations, the Ministry of Tourism regularly monitors their progress and actively encourages the concerned authorities to complete them within the stipulated timeframe. In order to monitor and expedite progress of the sanctioned projects and to guide the State Governments/UT Administrations, the Ministry of Tourism holds regular review meetings at different levels. In addition, Central Sanctioning and Monitoring Committee and Mission Directorate meetings are also held in accordance with the scheme guidelines. Further, Ministry of Tourism undertakes third-party impact evaluation of the Central Sector Schemes to assess the outcomes and effectiveness of interventions. As per the Report on Evaluation of Central Sector Scheme PRASHAD by IIM Rohtak in the year 2021, the Scheme has helped in increasing the visitor satisfaction, ease of travel and aesthetical aspects of the selected heritage sites. Also, the report mentioned that the Scheme has led to increase in the positive overall visitor user experience. The details of footfall recorded at all PRASHAD sites in Andhra Pradesh as furnished by the State Government is placed at Annexure-I.(e): The assessment, identification and subsequent infrastructure development of the destinations is primarily the responsibility of the concerned State Government/UT Administration. However, Ministry of Tourism complements the efforts of tourism infrastructure development by extending financial assistance to the State Governments/UT Administrations; subject to adherence to scheme guidelines, submission of Detailed Project Reports (DPRs), availability of funds, Government directions, inter-se priority etc. Further, the Ministry of tourism has sanctioned various projects at heritage, spiritual and cultural destinations across the country including in Eastern Uttar Pradesh encompassing Deoria district under the schemes of Swadesh Darshan, Swadesh Darshan 2.0 and PRASHAD to enhance the visitor experience and also to boost tourist visits. The details of projects sanctioned in the State of Uttar Pradesh under the above mentioned Scheme is placed at annexure-II. (f): The Central Sector Schemes of the Ministry of Tourism namely Swadesh Darshan, Swadesh Darshan 2.0 and PRASHAD aims to enhance the experience of the tourists through availability of well- planned tourism infrastructure enabling tourist convenience, accessibility, cleanliness, last-mile connectivity among others.
