SHRI DILESHWAR KAMAIT: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the details of the current Skill Development Schemes (SDSs) targetting the unemployed youth in the rural areas of Bihar; (b) the number of rural youths benefitted by the said initiatives during the last three years in Bihar; (c) the total budget allocated for the current financial year under the said schemes; (d) the number of skill development centres established in rural areas under the said initiatives of the Government; and (e) the steps taken/being taken by the Government to make these training centres easily accessible to the youths living in the remote rural areas ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Sikhshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including unemployed youth of the rural areas of Bihar. The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. The brief of these schemes is as under: Pradhan Mantri Kaushal Vikas Yojana (PMKVY): PMKVY Scheme is for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country. Jan Shikshan Sansthan (JSS) Scheme: The main target of the JSS is to impart vocational skills to the non-literates, neo-literates and the persons having rudimentary level of education and school dropouts upto 12th standard in the age group of 15-45 years, with due age relaxation in case of “Divyangjan” and other deserving cases. Priority is given to Women, SC, ST, OBC and Minorities in the rural areas and urban low-income areas.National Apprenticeship Promotion Scheme (NAPS): This Scheme is for promoting apprenticeship training and increasing the engagement of apprentices by providing financial support for payment of stipend to apprentices. Training consists of Basic Training and On-the- Job Training / Practical Training at workplace in the industry. Craftsmen Training Scheme (CTS): This scheme is for providing long-term training through Industrial Training Institutes (ITIs) across the country. The ITIs offer a range of vocational/skill training courses covering a large number of economic sectors with an objective to provide skilled workforce to the industry as well as self employment of youth. (e) MSDE under various schemes has undertaken several measures to ensure accessibility of training centres to youth in remote and rural areas which inter-alia includes the following: i. Awareness drives, workshops, and community engagement initiatives for the skilling is undertaken through platforms like All India Radio (AIR), Press Information Bureau (PIB), MyGov, and Doordarshan (DD).ii. Leveraging digital platforms and mobile technology, Ministry has ensured accessibility to skill-related information and resources, benefiting individuals in remote regions. iii. Skill India Digital Hub (SIDH) serves as a one-stop online resource for youth seeking information and enrollment in skill training programmes. Ease of access through this platform encourages participation. iv. National Apprenticeship Mela (NAM) serves as a platform that facilitates active participation from establishments and candidates, while also raising awareness among youth about the various opportunities available across participating companies. v. Involvement of District Skill Committees (DSCs) for identification of local skilling needs and facilitating allocation of training targets to centres in rural areas. vi. Encouragement to training providers for setting up centres in undeserved and rural locations. vii. Implementation of Special Projects targeting rural youth through institutions with established presence in such areas. viii. Operationalization of Skill Hubs in government educational institutions in rural regions under PMKVY 4.0. ix. Priority allocation of training targets to Aspirational Districts / LWE-affected areas. x. Use of digital platforms and local mobilization channels, such as Panchayats and Common Service Centres, to reach youth in remote locations. xi. JSS Scheme aims to provide skill training in a non-formal mode at the doorsteps of the beneficiary through registered Societies (NGOs) with 100% grant from the Government of India. JSSs centres are present in Aspirational, LWE affected regions, North-eastern regions, backward districts, which provides an opportunity of skill training to youth residing in these regions. xii. The establishment and administration of ITIs is State/UT subject matter, and whenever proposal is received from the States/UTs for the setting up of new ITIs, it is examined and decided as per the affiliation standards and norms. *****
