SELECTION PROCESS OF SOLAR PV MANUFACTURERS UNDER PLI SCHEME
4043. SHRI DUSHYANT SINGH
Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) the details of the Production Linked Incentive (PLI) Scheme under the National Programme
on High-Efficiency Solar PV Modules and the manner in which the scheme aims to enhance
domestic manufacturing capacity in the solar energy sector;
(b) whether the Government has adopted a transparent and competitive selection process for
solar PV manufacturers under the PLI Scheme and if so, the details thereof;
(c) the potential economic impacts expected from the implementation of the scheme
particularly in terms of employment generation, import substitution and investment inflows;
and
(d) whether the Government has taken initiatives under the scheme to support India’s
renewable energy targets and reduce dependence on imported solar modules thereby enhancing
the global competitiveness of India’s solar sector and if so, the details thereof?

(a) The Government is implementing the Production Linked Incentive (PLI) Scheme for High
Efficiency Solar PV Modules. Under the Scheme, Letters of Award have been issued for setting
up 48,337 MW of fully/partially integrated solar PV module manufacturing capacity.
(b) The manufacturers under the PLI Scheme for High Efficiency Solar PV Modules have been
selected through a transparent competitive bidding process.
(c) & (d) As per the information provided by the successful bidders, as on 30.06.2026, an
investment of Rs. 73,400 crore and a direct employment of around 17,200 persons have been
generated under this Scheme. On 28.04.2021, MNRE issued the scheme guidelines for the PLI
Scheme for High Efficiency Solar PV Modules (Tranche-I). As per the website pertaining to
the Export-Import Data Bank of the Department of Commerce, solar module imports into India
have declined from around USD 3,363 million in FY 2021-22 to around USD 994 million in
FY 2025-26, whereas solar module exports have increased from around USD 83 million in FY
2021-22 to around USD 1051 million in FY 2025-26, reflecting India’s growing global
competitiveness in solar manufacturing.
