Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government is implementing
DeendayalAntyodayaYojana-National Rural Livelihoods Mission
(DAY-NRLM) to reduce rural poverty by promoting self-
employment and skilled wage-employment opportunities, if so,
the details thereof;
(b) whether the Government has extended the benefits of DAY-
NRLM to Self Help Groups (SHGs) and rural entrepreneurs in
Bhuj, Kutch, Abdasa, Gandhidham, Rapar, Mandvi and
AnjarLokSabha Constituencies, State-wise;
(c) the details and total number of beneficiaries and financial
assistance provided; and
(d) if not, the reasons therefor and the steps taken to increase the
said coverage and effectiveness of the said scheme?

(a): DeendayalAntyodayaYojana – National Rural Livelihoods
Mission (DAY – NRLM) is a poverty alleviation programme of the
Ministry of Rural Development (MoRD), which was launched in June,
2011. It is being implemented across the country (except Delhi &
Chandigarh) with the objective of organizing the rural poor
households into Self Help Groups (SHGs) and continuously nurturing
and supporting them till they attain appreciable increase in income
over a period of time and improve their quality of life and come out
of abject poverty. So far 10.05 crore rural women household have
been mobilized into more than 90.90 lakh Self-Help Groups in the
country. The Mission seeks to achieve its objective through
investing in four core components viz.
Page 1 of 5(i) Social mobilization and promotion and strengthening of self-
managed and financially sustainable community institutions of the
rural poor.
(ii) Financial inclusion of the rural poor.
(iii) Sustainable livelihoods; and
(iv) Social inclusion, social development and convergence.
Further, under the umbrella scheme of
DeendayalAntyodayaYojana - National Rural Livelihoods Mission
(DAY-NRLM), Ministry of Rural Development is implementing the
following two Centrally Sponsored Schemes namely
DeenDayalUpadhyayaGrameenKaushalyaYojana (DDU-GKY) & Rural
Self Employment Training Institutes (RSETI) in the field of skill
development for rural poor youth for their gainful employment with a
view to eradicate poverty in the country. A brief on the Schemes are
as under:
I. DeenDayalUpadhyayaGrameenKaushalyaYojana (DDU-GKY): DDU-
GKY is a placement-linked skill development program for rural poor
youth in the age group of 15-35 years. It empowers the rural poor
youth with employable skills and facilitates their participation in
regular labour markets, thus providing them with jobs having regular
monthly wages at or above the minimum wages. DDU-GKY guideline
provides social inclusion of SC/ST (50%), Women (33%), and PwDs
(5%).
II. Rural Self Employment Training Institutes (RSETIs): RSETI is a
Bank lead - Ministry of Rural Development (MoRD) funded training
institutions established by the Sponsoring Banks in their Districts,
to provide training for skill and entrepreneurship development.
MoRD extends financial support for the construction of RSETI
building and also bears the cost of training the 'rural poor'
candidates. Any unemployed youth in the age group of 18-50 years
having an aptitude to take up self-employment or wage employment
can undergo training at RSETI. Some of the trained candidates may
also seek regular salaried jobs / wage employment.
(b) & (c): Yes, the Government has extended the benefits of rural
entrepreneurs programme to Bhuj, Kutch, Abdasa, Gandhidham,
Rapar, Mandvi and AnjarLokSabha
Constituencies. For DeendayalAntyodayaYojana-National Rural
Livelihoods Mission (DAY-NRLM), data is maintained as per district
and block wise and not as per constituency wise. However,
information pertaining to DeendayalAntyodayaYojana-National Rural
Livelihoods Mission (DAY-NRLM) on the basis of districts in which
Page 2 of 5these constituencies (Bhuj, Kutch, Abdasa, Gandhidham, Rapar,
Mandvi and AnjarLokSabha Constituencies) fall is given as under:-
“Under DAY- NRLM, as of October 2025, in district of Kachch, a
total of 61,177 women members have been mobilised into 6907
SHGs while in district Morbi, a total of 22,522 women members
have been mobilised in 2233 SHGs while for Rural Entrepreneurs,
Start-up Village Entrepreneurship Programme (SVEP) is not
approved in any of these districts.”
Further, for RSETI, the State-wise details of beneficiaries
trained and settled including Bhuj, Kutch, Abdasa, Gandhidham,
Rapar, Mandvi and AnjarLokSabha Constituencies are given in
Annexure-I.
Under RSETI, funds are released to the State/ UTs, hence the
State/UT wise details of funds released under the scheme from
FY 2014-2015 to 2025-2026 till October, 2025 are given in Annexure-
II.
