SEMICONDUCTOR MISSION 2.0 IN TIRUPATI
5316. SHRI MADDILA GURUMOORTHY:
Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state:
(a) whether any semiconductor manufacturing equipment, materials or design projects are proposed
or approved under India Semiconductor Mission 2.0 in Andhra Pradesh, particularly in or around
Tirupati Parliamentary Segment;
(b) if so, the details thereof including location, investment and employment potential;
(c) if not, the reasons therefor; and
(d) whether the Government proposes to include Tirupati region under semiconductor skill
development and training initiatives?

(a) to (d): India’s electronic manufacturing strategy is driven by the Hon’ble Prime Minister’s vision
of AtmaNirbhar Bharat and Making India a global manufacturing hub. The Government adopted a
structured and targeted policy for electronics manufacturing across the entire value chain including
semiconductors.
Various initiatives in this regard include the Production Linked Incentive (PLI) Schemes for Large
Scale Electronics Manufacturing and IT Hardware, Semicon India Programme, Scheme for
Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS), Modified
Special Incentive Package Scheme (M-SIPS), Electronics Manufacturing Clusters (EMC) Scheme,
and Electronics Components Manufacturing Scheme (ECMS).
As a result of these policies, electronics manufacturing in India has expanded significantly in the
last 11 years.

Semicon India Programme:
Semiconductors is a foundational and strategic industry. Semiconductors are used in almost every
device. To promote the development of its manufacturing ecosystem in India, the Government
launched Semicon India Programme in January 2022.
Government focused on developing the entire value chain of semiconductor ecosystem from design,
fabrication, packaging, testing, validation, etc.
Progress of India’s semiconductor program:
Government has executed the Semiconductor program with speed, precision and policy clarity. Till
date, Government has approved 10 projects with investment commitments of about ₹1.6 lakh crore.
In a short span of 4 years, commercial production from one of the plants (Micron) has commenced.
Pilot production has started in 3 more units. Construction is progressing rapidly in other units.
Semiconductor projects in Andhra Pradesh:
The approved projects include the proposal of Advanced System in Package (ASIP) Technologies
Private Limited for establishing semiconductor manufacturing facility in Andhra Pradesh, with an
investment of Rs. 480 Cr.
ASIP facility is expected to have a capacity of around 96 million units/annum with employment
potential of 500 highly skilled jobs.
Electronics Manufacturing Cluster in Andhra Pradesh:
To complement semiconductor ecosystem in Andhra Pradesh, Government has approved two
Electronics Manufacturing Clusters in Vikruthamala and Renigunta, Tirupati, Andra Pradesh.
These EMCs provide plug-and-play infrastructure with ready land, utilities and common facilities,
thereby reducing project implementation time and improving manufacturing efficiency.
The details of the EMCs in Tirupati, Andhra Pradesh are as follows:
1. Vikruthamala Village, Yerpadu Mandal, Chittor District
• Area: 501.4 Acres
• Approved Project Cost: Rs. 248.9 crore
• Approved Grant-in-aid: Rs. 98.46 crore
2. Renigunta and Yerpadu Mandal, Chittor District, Near Airport, Tirupati
• Area: 113.27 Acres
• Approved Project Cost: Rs. 74.27 crore
• Approved Grant-in-aid: Rs. 37.135crore
The details of units to which the land has been allocated in the above EMCs is at Annexure-I.
Developing India’s chip design ecosystem:Government is developing India’s chip design ecosystem in two ways:
1. Supporting Indian design engineers by providing free tools.
In a one of its kind initiatives across the world, Government has provided cutting edge chip design
tools from 8 different companies to 315 universities at no cost. So far, their usage has exceeded 200
lakh hours.
Using the tools 211 chips have been taped out by 75 institutions across India including 149 chips at
180nm, SCL Mohali and 62 chip at overseas foundries.
2. Supporting Indian design companies through grant, free design tool and fabrication support:
Government has approved 24 projects for the design of semiconductor chips and SoCs.
These projects address critical sectors such as video surveillance, drone detection, energy metering,
microprocessors, satellite communications, and broadband and IoT SoCs.
Out of 24 projects, 14 companies have raised venture capital funding of more than Rs 650 Cr to
scale up and productize their solutions.
Seven (7) chips have been successfully fabricated including advanced nodes such as 12 nm.
