Parliament Question: Setting up of Central Fertilizer Storage Depot

GOVERNMENT OF INDIA MINISTRY OF CHEMICALS AND FERTILIZERS DEPARTMENT OF FERTILIZERS LOK SABHA UNSTARRED QUESTION NO. 2204 TO BE ANSWERED ON: 31.07.2026 Setting up of Central Fertilizer Storage Depot ✝2204. Shri Jai Parkash: Will the Minister of Chemicals and Fertilizers be pleased to state: (a) whether the Government has taken note of the fact that there is a need to set up IFFCO/NEL or Central Fertilizer Storage Depot (CFSD) to ensure timely availability of fertilizers to the farmers during the sowing season in Hisar Lok Sabha Constituency of Haryana, if so, the details thereof; (b) whether the Government is contemplating on any proposal to set up a huge fertilizer godown/depot or to increase the existing storage capacity in the said district, if so, the details thereof; (c) the details of allocation, availability and demand of urea, DAP and other fertilizers for Haryana during the last three years, district/year-wise; (d) whether the Government is planning to implement any new action plan to provide adequate fertilizers to the farmers in time, to prevent artificial shortage and black marketing and to make the distribution system more effective; and (e) if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL)(a) to (e) Following steps are taken by the Government every season for ensuring timely and adequate supply of fertilizers across the States/UTs, including the State of Haryana: (i) Before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the State-wise & month-wise requirement of fertilizers. On the basis of requirement projected by DA&FW, Department of Fertilizers (DoF) allocates adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability. (ii) The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web-based monitoring system called integrated Fertilizer Management System (iFMS). (iii) The gap between demand (requirement) and production for Urea & other fertilizer is met through imports. The import for the season is finalized well in advance to ensure timely availability. (iv) The State Governments are regularly advised to coordinate with manufacturers and importers for streamlining the supplies through timely placement of indents. (v) Regular coordination is done with the Ministry of Railways for giving sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States. (vi) The distribution of fertilizers within the State at district level is done by the concerned State government. In view of above, the availability of fertilizers viz. Urea, DAP, MOP and NPKS has remained adequate in the State of Haryana during the ongoing Kharif 2026 season. Secondary Indicator of comfortable availability: Availability > Sales Moreover, the information regarding district-wise fertilizer availability position in Haryana for last 3 years, as informed by the State Agriculture department, is placed at Annexure. Further, in order to address the issues of black-marketing, hoarding, diversion of fertilizers and other malpractices, fertilizers are declared as an essential commodity under the Essential Commodities Act-1955 and notified under Fertilizer Control Order- 1985. State Governments are adequately empowered to take action against persons involved in such malpractices, as per provisions of EC Act. The complaints received at D/o Fertilizers level regarding these malpractices are sent to concerned State Government to take appropriate action under Essential Commodities Act-1955 and Fertilizer Control Order- 1985. Moreover, DA&FW in consultation with the State Governments is regularly monitoring the enforcement action taken by States against the cases of Black marketing, Hoarding, Sub- standard and Diversion on weekly basis. As informed by DA&FW, in the country in FY 2026-27 i.e. from 01.04.2026 to 24.07.2026, 1,69,031 raids have been conducted, 9,127 show cause notices have been issued, 2,868 licenses have been suspended/cancelled and 270 FIRs have been registered against defaulters to curb these malpractices. The number of show cause notices issued, license suspended/cancelled and FIRs registered against defaulters in Haryana during the said period, as informed by DA&FW, are 42, 50 and 8 respectively. Also, State Government of Haryana has informed that they have integrated the Integrated Fertilizer Management System (iFMS) with the Meri Fasal Mera Byora (MFMB) portal to ensure transparent, targeted and regulated distribution of subsidized fertilizers to genuinefarmers. The integrated system has been implemented across the State from 08 October 2025 onwards.
