SHRI RAHUL KASWAN: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government has fixed any transparent policy, eligibility criteria and assessment system to setup national Centres of Sports excellence, high performance training Centres and regional excellence Centres in the country and if so, the details thereof; (b) the details of number of such centres and the details of basis of their selection included Sports infrastructure, achievements of Sports persons, regional requirement and importance given to sports talent assessment; (c) whether the Government has considered any of the possibilities to setting up excellence centres at national and regional level on the basis of Sports facilities available in Churu district of Rajasthan and if so, the details thereof; and (d) whether the Government is undertaking any action plan to set up multi-sports excellence centres in Churu to provide high level training to sportspersons in western Rajasthan and remove regional imbalance there and if so, the details thereof? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS [DR. MANSUKH MANDAVIYA] Page 1 of 5(a) to (d): The establishment of National Centres of Excellence (NCoEs) and other Sports Authority of India (SAI) Training Centres is considered on the basis of proposals received from the respective State Governments/UT Administrations. Such proposals are examined with reference to the availability of sports infrastructure, sporting potential, technical and financial feasibility, regional requirements and other relevant factors. At present, 181 SAI Centres, including NCoEs, STCs, Extension Centres of STCs and NSTC Centres, are functional under SAI's Sports Promotional Schemes. The State-wise details are at Annexure-I. Under the Khelo India Scheme, sports training facilities, namely Khelo India State Centres of Excellence (KISCEs) and Khelo India Centres (KICs), are established in coordination with State Governments based on technical feasibility, availability of land and other prescribed parameters. At present, 35 KISCEs covering 34 districts; 1,067 KICs covering 759 districts; and 364 Khelo India Accredited Academies (KIAAs) covering 128 districts are operational. The achievements under the Khelo India Scheme are as follows: KISCEs:  4 International Medals  145 National Medals  34 Zonal Medals  516 State Medals  18 District Medals  571 participations in International, National, Zonal, State and District competitions Page 2 of 5KICs:  15 International Medals  309 National Medals  61 Zonal Medals  526 State Medals  212 District Medals  1,110 participations in International, National, Zonal, State and District competitions In Churu district, 05 Khelo India Centres are operational for Athletics, Table Tennis, Handball, Hockey and Volleyball, under the guidance of onboarded Past Champion Athletes.
