SETTING UP OF EV CHARGING STATIONS UNDER FAME IN HARYANA

Will the Minister of HEAVY INDUSTRIES be pleased to state:
(a) whether the number of existing EV charging stations and the process of setting up EV charging
stations under FAME (Faster Adoption and Manufacturing of Electric Vehicles) scheme is very
low/slow in Hisar and Sonipat Lok Sabha constituencies respectively;
(b) if so, the number of public charging stations approved in the region so far and actually operational
among them;
(c) whether lack of charging network on urban and rural routes is hindering the use of e-vehicles and
whether any roadmap has been formulated in coordination with the Haryana Government to expand
the EV charging network in the region;
(d) whether the Government has formulated any incentive policy financial assistance or pilot project
to increase private sector participation in setting up charging stations;
(e) whether there is any concrete action plan to make Hisar the regional EV charging hub of Haryana
and to make Sonipat an EV-friendly zone in the future; and
(f) whether projects are stalled in Municipal Council and Highways areas due to lack of land
allotment and electricity connection?

(a) & (b): The Oil Marketing Companies (OMCs) have installed 45 EV public charging stations
(EVPCS) in Hisar and 22 EVPCS in Sonipat under FAME-II scheme out of which 36 EVPCS in
Hisar and all 15 EVPCS in Sonipat have been commissioned.

(c): No such assessment has been carried out by Ministry of Heavy Industries (MHI) so far.
(d): The Ministry of Power has issued “Guidelines for Installation and Operation of Electric
Vehicle Charging Infrastructure-2024” on 17.09.2024. These guidelines emphasize the role of
public-private partnerships in expanding the EV charging infrastructure. Setting up of EV charging
stations (EVCS) is an unlicensed activity and private entities are free to setup EVCS across India.-2-
(e): MHI has no such plan at the moment. However, MHI has also made an allocation of Rs.2,000
crore under the PM E-DRIVE Scheme for installation of EVPCS on a pan-India basis.
(f): As per information received from OMCs, out of 67 EVPCS installed by OMCs in Hisar and
Sonipat under FAME-II, 16 EVPCS are not commissioned yet due to non-availability of electrical
connection.
