SETTING UP OF JSS IN DARBHANGA

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) whether the Government is considering setting up of a Jan Shikshan Sansthan (JSS) in
the Darbhanga Lok Sabha constituency of Bihar to provide skill training to rural youth, women,
traditional artisans and neo-literates/school dropouts, and if so, the details thereof;
(b) the details of the proposals received by the Government regarding the establishment of
JSS in the Mithilanchal region, including Darbhanga, along with the action taken thereon;
(c) whether the Government proposes to take any special initiative to set up a JSS in
Darbhanga considering the large population of the region, the migration of youth and the need for
local employment; and
(d) if so, the likely timeframe prescribed for the same?
ANSWER

(a) to (d): The Jan Shikshan Sansthan (JSS) Scheme, initially launched as Shramik
Vidyapeeth (SVP) in 1967, aims to provide skill training in a non-formal mode at the doorsteps of
the beneficiary through registered Societies (NGOs) with 100% grant from the Government of
India. The objective of the scheme is to increase the household income by promoting self/wage
employment through skill development training. The target beneficiaries of the scheme are non-
literates and persons having rudimentary level of education, school dropouts up to class 12th in
the age group of 15-45 years.
At present, 294 Jan Shikshan Sansthans (JSSs) are functional across the country, of which 05
JSSs are located in the Mithilanchal region. There is no JSS present in Darbhanga. The details
of training imparted and funds released to these 05 JSSs during the period from FY 2018-19 to
30.06.2026 are as under:

Further, at present no such proposal is under consideration for establishment of new Jan
