Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state:
(a) whether the Union/State Governments have signed any Memorandum of Understandings
(MoUs) to set up laptop manufacturing units in the States especially in cities like Electronic City,
Hi-tech City-Hyderabad and if so, the details of such investments;
(b) the number of old/new units established/to be established in such Parks along with the details
of expected to generate employment for about the number of people (in lakhs) from areas in and
around such districts, with new policies, robust infrastructure, highly skilled workforce and above
all ease of doing business at a fast pace make it the most attractive destination for manufacturing
in India;
(c) the income/profits generated till now from the introduction of such laptops in our country; and
(d) the incentives and other encouragement given to such units along with investments made and
profits earned by Government/private companies, State-wise particularly Telangana ?

emerged as a global hub for electronics manufacturing. The remarkable growth of electronics
goods production and export can be seen as follows:

Government is implementing EMC and Modified EMC (EMC 2.0) schemes to provide support for
the creation of world-class infrastructure along with common facilities promoting electronics
manufacturers. Under the EMC scheme, 19 Greenfield EMCs and 3 Common Facility Centres
(CFCs) have been approved in 15 States. Under EMC 2.0 scheme, a total of 10 EMCs and 2 CFCs
have been approved in 9 States across the country. In Telangana, 3 EMCs and 1 CFC have been
approved.
Further, to boost domestic manufacturing and attract large investments in the IT hardware value
chain, PLI Scheme 2.0 for IT Hardware was launched on 29.05.2023. The Target Segments under
the scheme include (i) Laptops (ii) Tablets (iii) All-in-One PCs (iv) Servers and (v) USFF (Ultra
Small Form Factor) devices.
As per industry estimates, approximately 25 lakhs of employment (direct & indirect) have been
generated in the electronics sector.
Training/skilling initiatives of Government of India aiding employment generation:
● Over 44,000 engineers trained at the SMART Lab, NIELIT Calicut.
● AICTE has introduced new curriculum for VLSI Design & IC manufacturing.
● EDA tools provided to 350+ universities and startups, benefiting 45,000+ students.
● Chip design support: 22 start-ups supported under Design Linked Incentive (DLI) scheme
● MoUs with USA, Japan, EU, Singapore, IBM and Purdue University. Industry leaders like
Applied Materials and LAM Research have also setup research, validation and workforce
development centers.
Further, Government is empowering rural youth with employment through digital literacy and IT
skill training. FutureSkills Prime, a joint effort by MeitY and NASSCOM, accelerates this mission,
offering industry-aligned, cutting-edge courses to build India’s digital talent leadership. Key
features are:
● Skilling, reskilling, and upskilling in emerging technologies such as Artificial Intelligence,
Big Data Analytics, IoTs, Cyber Security, Blockchain, AR/VR, etc.● Courses are developed in the consultation with industry to align with actual employment
needs
● Portal can be accessed anytime-anywhere to earn skill certificates in line with their aptitude
and aspirations

Under the FutureSkills PRIME programme, so far, more than 22.9 lakh candidates have registered
on the portal, out of which there have been 13.8 lakh+ candidates enrollments. In addition 18,785
Government officials, 2,367 trainers and 19,929 students (under 208 Bootcamps) have been trained
through CDAC and NIELIT centres.
