**Summary:**
In response to a parliamentary question regarding the establishment of a Skill Development and Entrepreneurship (SDE) University in the Bahraich Lok Sabha Constituency, the Ministry of Skill Development and Entrepreneurship (MSDE) clarified that it does not have a specific scheme to establish such universities at the state/UT level. However, the MSDE encourages states/UTs to establish their own Skill Universities to promote integrated vocational education and training.
The MSDE, through the Skill India Mission (SIM), delivers skill, re-skill, and up-skill training via an extensive network of centers and institutes under schemes including Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS), and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs). These initiatives are implemented across the country, including Uttar Pradesh.
As of June 30, 2025, the following numbers of candidates have been trained under MSDE schemes in Uttar Pradesh and Bahraich:

pleased to state:
(a) whether the Government proposes to set up a Skill Development and
Entrepreneurship University in Bahraich Lok Sabha Constituency to impart
employment-oriented education and vocational training to the youth of aspirational
district Bahraich and its surrounding areas;
(b) if so, the details thereof;
(c) if not, whether the Government proposes any such action plan in the near
future which could open new opportunities for skill training and employment for the
youth of the said district and the surrounding areas; and
(d) if so, the details thereof

‘SETTING UP OF SDE UNIVERSITY’
(a) to (d): Ministry of Skill Development and Entrepreneurship (MSDE) does not
have any specific scheme to set up Skill University in States/UTs. However, the
States/UTs may establish Skill Universities with an objective to promote vocational
education and training in an integrated and holistic manner with general education so
as to ensure pathways for progression and mobility across forms of education and
skill.
Recognising the demographic dividend that India enjoys and huge potential to reap
productivity gain through skill development, Ministry of Skill Development and
Entrepreneurship (MSDE), under Skill India Mission (SIM) of Government of India,
delivers skill, re-skill and up-skill training through an extensive network of skill
development centres / institutes under various schemes, viz. Pradhan Mantri
Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National
Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS)
through Industrial Training Institutes (ITIs), to all the sections of the society across
the country including Uttar Pradesh. The SIM aims at enabling youth of India to get
future ready and equipped with industry relevant skills
