Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether the State Government of Telangana has proposed a
Comprehensive Sewerage Master Plan (CSMP) network including
trunk mains and laterals in the uncovered areas up to Outer Ring
Road (ORR) covering a total length of 7,444 km in the core city,
peripheral areas and 27 Urban Local Bodies surrounding Hyderabad
City and if so, the details thereof;
(b) whether a Detailed Project Report (DPR) has been prepared by the
said State Government for the development of sewer network
infrastructure and sent to the Union Government for approval under
AMRUT 2.0 or as a special project including a request for financial
assistance of Rs. 17,212.69 crore; and
(c) if so, the details thereof and the action taken thereon?
ANSWER

(a) to (c): Sanitation is State subject; and setting up and management
of Sewerage Treatment Plants (STP)/ sewerage system is the
responsibility of the State Governments and concerned Urban Local
Bodies (ULBs)/ Urban Development Authorities. Government of India
supplements the efforts of the States through schematic interventions/
advisories. It provides financial and technical support to the States
through various Mission/ Schemes such as Atal Mission for Rejuvenation
and Urban Transformation 2.0 (AMRUT 2.0).
The State Government of Telangana has requested the Ministry of
Housing and Urban Affairs (MoHUA) for financing the project regarding
Comprehensive Sewerage Master Plan for Hyderabad city to lay sewer
network covering the core city, peripheral circles and 27 ULBs
surrounding Hyderabad at a cost of ₹17,212.69 crore, under AMRUT 2.0
or as a special project.

Under AMRUT 2.0, States/ Union Territories (UTs) are empowered
to select, appraise, prioritise and implement the projects. State Level
Technical Committee (SLTC) headed by the Secretary, Urban
Development & Housing Department provides technical support to the
State High Powered Steering Committee (SHPSC) headed by the Chief
Secretary of the State, to approve, monitor and supervise the
implementation of the scheme at the State level. On recommendation of
the SHPSC, Apex Committee of Ministry of Housing & Urban Affairs
(MoHUA) approves projects within the broad framework of Mission.
Further, under AMRUT 2.0 the total outlay of the Mission for the projects
has been allocated to the States/Union Territories (UTs) at the beginning
of the Mission, based on the urban population (as per Census 2011) and
geographical area of the States/ UTs. The total central allocation (CA) for
the State of Telangana under this Mission is ₹2,789 crore.
