SHANTI ACT, 2025

Will the PRIME MINISTER be pleased to state:-
(a) the status of rules notified under the SHANTI Act, 2025 along with the details of private
licences granted including reactor type and capacity;
(b) whether the Government has any effective mechanisms to check and monitor the construction
delays and cost escalations in nuclear projects and if so, the details thereof;
(c) the details of prescribed timelines for construction/commissioning and penalties for non-
compliance by private operators; and
(d) the rationale for restricting nuclear-related information from RTI disclosure under the
SHANTI Act, 2025?
ANSWER
THE MINISTER OF STATE FOR PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS
AND PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)
(a) Rules under the SHANTI Act are currently in drafting stage and will be notified in
accordance with due legislative processes, and the applications for licences from private
parties will then be taken into consideration.
(b)&(c) Government regularly checks and monitors the progress of nuclear projects at various
levels for timely completion, to avoid construction delays and cost escalations.
(d) The SHANTI Act specifies that the information which are regarded as "restricted
information" and disclosure of such information which are detrimental to national security
and public interest are exempted from disclosure. These provisions are in alignment with
the RTI Act. Further, SHANTI Act enables the Regulatory Board to ensure transparency
by a planned public outreach and engagement with interested party on matter related to
nuclear safety without disclosing restricted information.
