NO. 2157. SHRI KULDEEP INDORA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:-
(a) whether the Government has launched any scheme to provide permanent
or temporary shelter for the elderly homeless and other needy persons
spending nights on city pavements, particularly during winters;
(b) if so, the details thereof and the average number of needy persons
provided with shelter per year under the said scheme during the last
three years;
(c) the details of the funds released under the said scheme during the last
five years, State wise; and
(d) whether the Government is considering or likely to consider any scheme
in the near future to ensure that no needy person has to spend the night
on roadsides, particularly during winters and if so, the details thereof?
ANSWER

(a)&(b): As per seventh Schedule of the Constitution of India, Land &
Colonization are State subjects. Accordingly, primary responsibility rests
with the States / Union Territories (UTs) for rehabilitation of homeless
persons. Government of India supplements the efforts of State
Governments/UTs through various programs and schematic interventions.
Ministry of Housing and Urban Affairs administered a Scheme for Shelter
for Urban Homeless (SUH) as a component of Deendayal Antyodaya
Yojana – National Urban Livelihoods Mission (DAY-NULM), through
respective State / UTs with an objective to provide permanent all-
weather shelters equipped with basic facilities to the urban homeless.
MoHUA issued advisories to select State / UT regarding winter action
plan to accommodate urban homeless which included arrangement of
temporary shelters. The occupancy of these shelters varies from time to
time. The average number of occupancies is not maintained by the
Ministry. As per information given by States / UTs, as on 30.09.2024, a
total of 1,995 shelters with capacity of 1.41 lakh beds were made. State /
UT wise list is at Annexure-I.

In addition to this, Ministry of Social Justice and Empowerment
implements the Atal Vayo Abhyuday Yojana (AVYAY) Under the
Integrated Program for Senior Citizens (IPSrC) component, Grant-in-Aid is
provided to the Implementing Agencies (NGOs/Vos) for the maintenance
of Senior Citizens Homes (Old Age Homes) to provide shelter, food,
medical care and entertainment opportunities to indigent senior citizens.
(c)&(d): Under DAY-NULM, funds were released to States / UTs in a
consolidated manner for the implementation of all Mission components.
The inter-se allocation of funds under different components, including
SUH, of the Mission is done by the respective States/ UTs, as per their
requirements. The details of funds released during the last five years
State / UT wise is at Annexure-II. The Mission ended on 30.09.2024.
