Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the details of production and consumption of the fertilizers in the country;
(b) the quantity of fertilizers provided to the farmers in the country during the last five years,
year-wise, variety-wise and State/UT-wise including Maharashtra, Madhya Pradesh and Dadra
and Nagar Haveli;
(c) whether any complaints have been received from the farmers regarding shortage of
fertilizers in various States in the country particularly in the said States/UT, if so, the details
thereof along with the reasons for such complaints and non-availability/shortage of fertilizers;
(d) the steps being taken to prevent/check the black marketing of fertilizers in the country
including the said States; and
(e) the manner in which the Government is planning to ensure adequate supply of fertilizers in
view of the increasing demand?

(a) : The details of production and consumption of fertilizers in the country during FY 2024-25 are as
under:

(b) and (c) : The quantity of fertilizers provided to the farmers in the country during the last five
years, year-wise, variety-wise and State/UT-wise including Maharashtra, Madhya Pradesh and
Dadra and Nagar Haveli are given at Annexure. The availability of fertilizers (Urea, DAP, MOP &
NPK) has been adequate across all the States during the ongoing Kharif 2025 season.
(d) : Fertilizers are declared as an essential commodity under the Essential Commodities Act, 1955
and notified under Fertilizer Control Order, 1985. State Governments are empowered to take action
against persons involved in black-marketing, as per provisions of EC Act. Any complaint received
at Department of Fertilizers level regarding black marketing of fertilizers is sent to concerned State
Government to take appropriate action under Essential Commodities Act, 1955 and Fertilizer Control
Order, 1985. In order to prevent black marketing of fertilizers from 01.04.2025 to 11.07.2025, State
Governments have issued 1214 show-cause notices, cancelled 1431 licenses, and registered 43
FIRs during ongoing Kharif 2025 season ( till 11.07.2025).
(e) : Following steps are taken by the Government every season for ensuring timely and adequate
supply of fertilizers in the country:
i. Before the commencement of each cropping season, Department of Agriculture and Farmers
Welfare (DA&FW), in consultation with all the State Governments, assesses the state-wise &
month-wise requirement of fertilizers.
ii. On the basis of requirement projected, Department of Fertilizers allocates sufficient/adequate
quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the-3-
availability. However, allocation/ distribution of fertilizers within the States are ensured by
respective State Governments.
iii. The movement of all major subsidized fertilizers is monitored throughout the country by an
on-line web based monitoring system called integrated Fertilizer Monitoring System (iFMS).
iv. Regular Weekly Video Conference is conducted jointly by DA&FW and Department of
Fertilizers with State Agriculture Officials and corrective actions are taken to dispatch fertilizers
as indicated by the State Governments.
v. An exclusive policy for the revival of Talcher unit of FCIL through JVC of nominated PSUs
namely Talcher Fertilizers Limited (TFL) by setting up a new Greenfield urea plant of 12.7
LMTPA at coal gasification route has also been approved.
vi. The Union Cabinet in its meeting held on 19.03.2025 approved the proposal for setting up of
a new Brownfield Ammonia-Urea Complex of 12.7 Lakh Metric Tonnes (LMT) annual capacity
of Urea production within the existing premises of Brahmaputra Valley Fertilizer Corporation
Limited (BVFCL), Namrup Assam through a Joint Venture (JV), under the New Investment
Policy, 2012 read with its amendments on 7th October, 2014.
vii. Government has implemented Nutrient Based Subsidy Policy w.e.f. 01.04.2010 for
Phosphatic and Potassic (P&K) fertilizers. Under the Policy, a fixed amount of subsidy, decided
on annual/bi-annual basis, is provided on notified P&K fertilizers depending on their nutrient
content. Under NBS policy, P&K fertilizers are covered under Open General License (OGL) and
companies are free to import these fertilizers as per their business dynamics.
viii. The gap between demand (requirement) and production of fertilizers is met through imports.
Further, to minimize the impact of supply chain disruptions due to geopolitical factors, the
Fertilizer companies have entered in long term arrangements with DAP-producing nations to
ensure continuous supplies.
