Shri Subbarayan K: Com. Selvaraj V: Will the Minister of EDUCATION be pleased to state: (a) whether it is a fact that the Delhi University is running at Rs.462 crore deficit in the current financial year 2025-26 as compared to Rs.248 crore last year and if so, the details of the reasons therefor; (b) whether it is also a fact that the UGC allocation is not raised proportionately considering the increase in the staff salary and other recurring expenditures and the university had to increase the student fee to meet the expenditures to a certain extent; (c) if so, the details of the increase in the expenditures of the university and the UGC grants during the last three years; (d) the details of the increase in the student fees during the same period; and (e) the details of the Government's plan to solve the financial crunch problem of the Delhi University? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) to (e): Ministry of Education releases block grant to University Grants Commission (UGC) under “Grants to Central Universities” which in turn allocates funds to Central Universities (CUs), including Delhi University (DU), based on their requirements, expenditure incurred during the previous year as well as availability of funds. As per information received from UGC, the grants to Delhi University under Salary and Recurring heads have been consistently increased during the last three years. Further, no such instance of fund-deficit led fee increase has been reported by Delhi University to this Ministry. UGC has intimated a fund allocation of Rs. 821 Crores to Delhi University in Financial Year 2025-26 so far. Delhi University is an autonomous institution created under the Act of Parliament which is governed by its own Acts, Statutes, Ordinances and Regulations etc. made thereunder and is competent to take decision in academic and administrative matters of the University including increasing of fees.
