Unstarred Question No. 2602, raised by Shri Vijay Kumar Hansdak in Lok Sabha and to be answered on December 16th, 2025, concerns the shortage of manpower in Krishi Vigyan Kendras (KVKs). The Minister of State for Agriculture and Farmers Welfare, Shri Bhagirath Choudhary, responded to the questions.
Regarding the shortage of skilled manpower, the Minister stated that filling vacancies in KVKs is an ongoing process, with requisite action being taken to expedite this. Streamlining administrative processes involves the formulation of an EFC document. KVKs are supported by Research Institutes and equipped with advanced technologies like climate-resilient varieties, farm machinery, Kisan Drones, and precision agriculture technologies. Scientists from ICAR Institutes and Agricultural Universities provide regular training to KVK experts.
Addressing the existence of districts without KVKs, the Minister confirmed that there are 114 newly created districts in the country without a KVK. However, all districts in Jharkhand state have a KVK. The establishment of KVKs in newly created districts is a continuous process governed by prescribed procedures and guidelines.

(a) whether the Government has any plans to timely eliminate shortage of skilled
manpower in KVKs, streamline administrative processes in them and equip them with
advanced/cutting edge technologies;
(b) if so, the details thereof;
(c) whether it is a fact that there still remains a large number of districts including
Jharkhand without KVKs; and
(d) if so, the reasons therefor and the timeline, if any, for providing the uncovered districts
with KVKs particularly in Jharkhand State?

(a) & (b): There exists vacancies of skilled manpower in Krishi Vigyan Kendras. Filling up of
vacancies in KVKs is a continuous process. Requisite action is taken to fill these vacancies
expeditiously. The plan to streamline the administrative processes is through formulation of EFC
document. The KVKs are backed by Research Institutes & are equipped with advanced/cutting-
edge technologies such as demonstration of climate resilient varieties and practices, farm
machinery and equipment, Kisan Drone, precision agriculture technologies, etc. The scientists
of ICAR Institutes and Agricultural Universities regularly train the experts of KVKs on these
advanced/cutting-edge technologies.
(c) & (d): Yes, there are 114 newly created districts in the country where there is no KVK.
Jharkhand state have 24 districts. All districts have a KVK. Opening of KVK in newly created
districts is a continuous process as per the prescribed procedure and guidelines.
