Shortage of Urea in Haryana

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has taken note of the farmers complaints of shortage and
delay in supply of urea in the State of Haryana, if so, the reasons for the same;
(b) whether the State Government of Haryana has requested to increase the quantity
and timely supply of urea in Haryana, if so, the details of increase in quantum
demanded by Haryana Government during the last five years along with the action
taken thereon, year-wise;
(c) the quantum of urea supplied to the State of Haryana during the last five years,
year-wise; and
(d) the steps taken to ensure the timely supply of urea and other fertilisers to the
farmers of Haryana in the coming seasons?

(a) to (d) Following steps are taken by the Government every season for ensuring
timely and adequate availability of fertilizers in the States, including the State of Haryana:
(i) Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.-2-
(iii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).
(iv) The State Governments are regularly advised to coordinate with manufacturers
and importers for streamlining the supplies through timely placement of indents.
(v) The distribution of fertilizers within the State at district level is done by the
concerned State government.
Further, the availability of Urea has remained adequate in the State of Haryana during the
last five years, i.e. from 2020-21 to 2024-25. The information regarding requirement,
availability, sales and closing stock of Urea in the State during the said period is placed
at Annexure.
