This document summarizes the Indian government's response to a parliamentary question regarding the shortage of urea, DAP, and NPK fertilizers in Rajasthan, particularly the Sri Ganganagar and Hanumangarh Lok Sabha Constituency, during the Kharif crop season.
The Ministry of Chemicals and Fertilizers outlines several steps taken to ensure adequate fertilizer availability nationwide, including in Rajasthan. These steps include:
* **Demand Assessment:** The Department of Agriculture and Farmers Welfare (DAFW) consults with state governments to assess state-wise, month-wise fertilizer requirements before each cropping season.
* **Supply Allocation and Monitoring:** The Department of Fertilizers allocates fertilizer quantities to states based on DAFW projections, issuing monthly supply plans and continuously monitoring availability.
* **Integrated Fertilizer Monitoring System (iFMS):** The movement of all major subsidized fertilizers is tracked via the online iFMS.
* **Weekly Coordination:** DAFW and the Department of Fertilizers conduct weekly video conferences with state agriculture officials to address fertilizer dispatch and availability issues.
The document states that during the Kharif 2025 season (April 1, 2025, to August 4, 2025), the availability of Urea, DAP, and NPKS in Rajasthan has remained adequate. Key data points supporting this claim include:
* **Urea:** Requirement: 10.52 LMT, Availability: 9.71 LMT, Sales: 7.97 LMT, Closing Stock: 1.74 LMT
* **DAP:** Requirement: 5.10 LMT, Availability: 2.93 LMT, Sales: 2.02 LMT, Closing Stock: 2.02 LMT
* **NPKS:** Requirement: 1.50 LMT, Availability: 1.69 LMT, Sales: 0.93 LMT, Closing Stock: 0.93 LMT
The summary emphasizes that while the central government monitors overall fertilizer availability at the state level, the distribution of fertilizers within the state at the district level is the responsibility of the Rajasthan state government. The figures presented are sourced from the iFMS.

THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS
(SMT. ANUPRIYA PATEL)
(a) to (d) Following steps are taken by the Government before every cropping
season for ensuring timely and adequate availability of fertilizers in the country
including the State of Rajasthan:
i. Before the commencement of each cropping season, Department of
Agriculture and Farmers Welfare (DA&FW), in consultation with all the State
Governments, assesses the state-wise & month-wise requirement of fertilizers.
ii. On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
iii. The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Monitoring System (iFMS);-2-
iv. Regular Weekly Video Conference is conducted jointly by DA&FW and D/o
Fertilizers with State Agriculture Officials and corrective actions are taken to dispatch
fertilizers as indicated by the State Governments.
Further, the availability of Urea, DAP and NPKS has remained adequate in the State
of Rajasthan during the ongoing Kharif 2025 season, i.e. from 01.04.2025 to
04.08.2025, as per the table given below:
