C N MANJUNATH: Will the Minister of TEXTILES वस्त्र मंत्री be pleased to state : (a) the details of Central financial assistance released to the State of Karnataka under the Silk Samagra-2 scheme during the last three years, including assistance for Chawki Rearing Centres, reeling and weaving units, Common Facility Centres and other sericulture infrastructure, year and component-wise; (b) the details of assistance sanctioned and released under the said scheme for Bengaluru South District, indicating the projects approved, funds released and implementation status, talukwise; (c) whether the Government has assessed the impact of the Silk Samagra-2 scheme and the anti-dumping duty on mulberry raw silk imported from China on raw silk productivity, cocoon and silk prices and the income of sericulture farmers, cocoon growers and silk reelers in the district; (d) if so, the details thereof; and (e) the details of further measures proposed to strengthen Karnataka's sericulture sector through enhanced infrastructure, financial assistance and appropriate trade-protection measures? उत्तर ANSWER वस्त्र राज् य मंत्री (श्री पबित्र मार्घरे रटा) THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA) (a): Based on the proposals submitted by the Government of Karnataka, central assistance of ₹235.86 crore has been released under the Silk Samagra-2 scheme during the last three years for implementation of beneficiary-oriented components across the silk value chain. The year- wise and component-wise details of assistance, including support for Chawki Rearing Centres, reeling and weaving units, Common Facility Centres and other sericulture infrastructure, are given at Annexure. (b): Under the Silk Samagra-2 scheme, the Department of Sericulture, Government of Karnataka has distributed/utilized assistance in Bengaluru South District as detailed below: (Rs. The evaluation reported an increase in raw silk productivity from 108 kg/ha/year in 2020-21 to 110 kg/ha/year in 2023- 24 and 114 kg/ha/year in 2025-26. Production of international-quality import-substitute bivoltine raw silk increased from 6,783 MT in 2020-21 to 9,675 MT in 2023-24 and 11,229 MT in 2025-26. The evaluation also reported improvement in the socio-economic status and income levels of sericulture stakeholders, including those in Karnataka. Further, cocoon and raw silk prices in Karnataka have shown an increasing trend during the last three years. The anti-dumping duty on mulberry raw silk imported from China remained in force up to December, 2020. At present, no anti-dumping duty is in force. Available market trends indicate improved price realization for domestically produced cocoons and raw silk during recent years. (e): To strengthen the sericulture sector, the Government has established the Central Sericulture Research & Training Institute (CSR&TI), Mysuru, with 2 Regional Sericulture Research Stations (RSRSs) and 4 Research Extension Centres (RECs); the National Silkworm Seed Organization (NSSO), Bengaluru, with 5 Basic Seed Farms (BSFs), 7 Silkworm Seed Production Centres (SSPCs) and a cold storage facility; and the Central Silk Technological Research Institute (CSTRI), Bengaluru, with 3 Silk Technical Service Centres (STSCs). During the last five years, ₹352.64 crore has been provided under Silk Samagra-2, benefiting around 28,500 beneficiaries, including support for 41 Multi-end Reeling Machines, 93 Automatic Reeling Machines, 40 motorised charkhas, upgradation of 143 cottage basins, 59 region-specific silk handlooms, 36 twisting machines, 48 electronic jacquards, upgradation of 74 looms, 3 winding machines and 2 Pneumatic Lifting Mechanism (PLM) units. Further, 12,789 persons have been trained under capacity building programmes, and Indian silk products, including those of Karnataka, are promoted through Silk Mark Expos and other promotional activities organized by the Silk Mark Organisation of India (SMOI).
