GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP RAJYA SABHA UNSTARRED QUESTION NO - 2204 ANSWERED ON – 11.03.2026 SKILL CERTIFICATION WITHOUT EMPLOYMENT OUTCOMES UNDER PMKVY 2204. SHRI RAGHAV CHADHA: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:- (a) the number of candidates enrolled, trained, certified and reported as placed under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in the last five years, State-wise and year- wise; (b) whether Government has undertaken any post-training tracking and review of assessment data and placement outcomes of candidates certified under PMKVY and if so, the details thereof; (c) what steps are being taken by Government to strengthen placement linkages and improve post- certification employment outcomes; and (d) details on the fund allocation, releases and utilisation under PMKVY in the last five years, State- wise and year-wise? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country. Placements were tracked in the Short-Term Training (STT) component of the first three versions of the PMKVY Scheme i.e. PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0, which is being implemented since FY 2022-23, the focus is to empower our trained candidates to choose their varied career path, either self-employment or wage-employment, and they are suitably oriented for the same through On-job Training (OJT) embedded industry relevant skill courses. Under PMKVY, FY-wise, State-wise details of candidates enrolled, trained/ oriented, certified, reported placed during the last five years is available at Annexure - I. (b) An evaluation by NITI Aayog (October 2020) indicated that approximately 94% of surveyed employers expressed willingness to hire more candidates trained under PMKVY. The study also noted that 52% of candidates placed in employment or oriented under the Recognition of Prior Learning (RPL) component reported receiving higher salaries or expecting improved earnings compared to uncertified peers. An independent evaluation of PMKVY 2.0 conducted by the Indian Institute of Public Administration (IIPA) found that about 70.5% of surveyed candidates were placed in their desired skill sector. More recently, a third-party evaluation of PMKVY 4.0 conducted by the Arun Jaitley National Institute of Financial Management (AJNIFM) in 2025 observed that PMKVY training has contributed to a measurable shift in employment outcomes for STT candidates. Overall, 70% of the surveyed STT trainees acknowledged benefiting from PMKVY training in terms of either improved employability,technical skills, confidence or soft skills. 79% RPL candidates reported that they benefitted from the PMKVY 4.0 recognition and certification process. (c) The Government has taken various steps to strengthen industry linkage, and employment outcomes under PMKVY 4.0. Under PMKVY 4.0, the focus has shifted towards empowering trained candidates to choose diverse career pathways. These pathways include both self-employment and wage employment, depending on the candidate’s preference and available opportunities. To support this approach, candidates are oriented through industry-relevant skill courses that include On-the-Job Training (OJT). This ensures practical exposure and workplace experience, enabling trainees to develop the necessary skills and make informed choices regarding their career paths. The courses under PMKVY are designed by industry-led bodies addressing the requirement of emerging sectors. Training has been imparted in Future ready job- roles addressing the requirement of Industry 4.0, emerging sectors like Drone, Artificial Intelligence (AI), Robotics, Mechatronics, etc. To further enhance employment opportunities, the Skill India Digital Hub (SIDH) has been launched as a one-stop digital platform integrating skilling, education, employment, and entrepreneurship ecosystems. Details of trained candidates are available on the portal to facilitate connections with potential employers, and candidates can access job and apprenticeship opportunities through the platform. Further, Kaushal Mahotsavs are organized to facilitate the placements opportunities to the certified candidates. (d) Since PMKVY 4.0 is a demand driven scheme, there is no provision of State wise fund allocation under PMKVY 4.0.
