SMT. LOVELY ANAND: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Skill Development Scheme is being implemented in Bihar under the special package announced for Bihar and if so, the details thereof; (b) the number and percentage of youths trained under the said scheme in Bihar, district-wise; and (c) the details of the employment opportunities provided to all such trained youth? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (c): Prime Minister’s Package for Bihar-2015 announced on 18th August, 2015 for all round development of Bihar also covered skill development. The skill development component covered under the package inter-alia included the training of one lakh candidates under Pradhan Mantri Kaushal Vikas Yojana (PMKVY). Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship Scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since 2015. The Scheme is for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country. Under PMKVY, 7,59,846 candidates have been trained in the state of Bihar, district-wise details of which are given at Annexure. Amongst the schemes of MSDE, placements were tracked under the Short-Term Training component of PMKVY in the first three versions (PMVY1.0, PMKVY 2.0 and PMKVY 3.0) implemented from 2015-16 to 2021-22. Number of trained candidates reported placed under PMKVY (1.0, 2.0 and 3.0) in state of Bihar is 1,27,855 , district-wise details of which are given at Annexure. Under PMKVY 4.0, the focus is on empowering the trained candidates to choose their varied career path and they are suitably oriented for the same. The various IT tools like Skill India Digital Hub (SIDH) provide this opportunity. Details of the trained candidates are available on SIDH portal for connecting with potential employers. Through SIDH, candidates can have access to jobs and apprenticeship opportunities.
