SKILL DEVELOPMENT UNDER PMKVY

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) national progress of the Purvodaya initiative for green hydrogen production and energy
transition, including the establishment of training centres and skill development hubs;
(b) integration of training programs with ITIs in Uttar Pradesh and the outcomes achieved,
including increased enrolment in technical courses, enhanced employability of local youth and
collaboration with industry partners to provide hands-on training and job placement support; and
(c) establishment of training centres and skill development hubs in or near Auraiya-Etawah, the
integration of these programs with ITI Auraiya under Pradhan Mantri Kaushal Vikas Yojana
(PMKVY) 4.0 and provision of employment opportunities for local OBC youth?

(a): Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development
and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive
network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas
Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS)
and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections
of the society across the country including eastern region. The SIM aims at enabling youth of India to
get future ready and equipped with industry relevant skills, including green skills.
Under PMKVY, 5,11,360 candidates has been trained in ‘Green Jobs’ sector up to 31st December,
2025. Under NAPS, 11,748 apprentices have been engaged across India in courses aligned with Green
Skilling, up to 31ts December 2025.
Further, Skill Council for Green jobs (SCGJ) has developed 58 qualifications approved by National
Council for Vocational Education and Training (NCVET) in the Green Skilling. The qualifications
cover the trades like “Solar PV”, Green Hydrogen, Agri PV, Waste Management, Bio Energy, GHG
accounting etc. SCGJ has reported training more than 6.63 lakh candidates under Green Skills tracks,
under various government schemes like PMKVY of MSDE, Suryamitra Skill Development Program
of Mo New and Renewable Energy, various state missions & industry supported programs.
Schemes of MSDE are demand driven and training centres under these schemes are set up or engaged
on need basis. Details of the training centres engaged under the schemes of MSDE in India and its
Purvodaya region (States of Andhra Pradesh, Bihar, Jharkhand, Odisha, and West Bengal) are as

(b) & (c): Under PMKVY 4.0, the short term skill training is provided through skill development
centres including ITIs. Details of total skill development centres in the state of Uttar Pradesh and its
Auraiya and Etwah districts are given as under:

Under PMKVY 4.0, the focus is on empowering the trained candidates to choose their varied career
path and they are suitably oriented for the same. MSDE has launched SIDH as a unified platform that
integrates skilling, education, and entrepreneurship ecosystems to provide an array of services
targeting a wide range of stakeholders. The details of the trained candidates, including women, are
available on SIDH portal for connecting with potential jobs and apprenticeship opportunities. Also,
Rozgar Melas and Pradhan Mantri National Apprenticeship Melas (PMNAMs) facilitate the
placements opportunities to the certified candidates, including women.
Further, District Skill Committees (DSCs), established across all States/UTs are mandated with
formulating District Skill Development Plans (DSDPs) to support decentralized, grassroots-level skill
planning by identifying local employment opportunities, skilling demand, and available training
infrastructure. Government skill programmes are then designed to bridge these identified skill
gaps across sectors. Additionally, 36 Sector Skill Councils (SSCs), led by industry experts, regularly
conduct skill gap studies to assess sector-wise skill needs and set competency standards, which guide
government interventions to align the workforce with industry requirements.
