SHRI NAVASKANI K Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether any assessment has been made regarding the availability, accessibility and adequacy of National Skill Training Institutes (NSTIs) and Industrial Training Institutes (ITIs) in Ramanathapuram district in Tamil Nadu and if so, the details thereof; (b) whether the existing training infrastructure, faculty strength and courses are adequate to meet the skill requirements of local youth and industries in the said district; (c) whether the Government has received any proposal for establishing new NSTIs, upgrading existing ITIs or introducing new-age trades and modern training facilities in the said district; and (d) the steps taken or proposed to be taken by the Government to strengthen skill development infrastructure, improve enrolment, enhance employability and create sustainable employment opportunities for the youth of the said district? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) The availability and accessibility of skill training institutions are reviewed from time to time by the Directorate General of Training (DGT) in consultation with the State Governments to ensure adequate access to vocational training facilities. At present, there are 13,856 Industrial Training Institutes (ITIs) established across the country, comprising 3,328 Government ITIs and 10,528 Private ITIs. Out of these, 07 Industrial Training Institutes (ITIs), comprising 03 Government ITIs and 04 Private ITIs, are currently operational in Ramanathapuram district under the Craftsmen Training Scheme (CTS). These ITIs offer training in 19 trades, providing access to vocational training across different parts of the district. The ITI-wise seating capacity, enrolment under the CTS for the session 2025–26 and details of the trades being offered in Ramanathapuram district are given at Annexure-I. In addition, National Skill Training Institute (NSTI) Chennai and NSTI Trichy are also functioning in the State of Tamil Nadu under the Directorate General of Training (DGT), Ministry of Skill Development and Entrepreneurship. These institutes primarily impart training to instructor trainees under the Craft Instructor Training Scheme (CITS) and also offer selected courses under the Craftsmen Training Scheme (CTS). The details of CTS and CITS courses being offered by these NSTIs are provided at Annexure-II. (b) & (c) Establishment of new ITIs and start of new courses in existing ITIs, including introduction of new-age and industry-relevant trades, deployment of faculty and infrastructure upgradation falls under the jurisdiction of the respective State Governments and UT Administrations, while the Central Government is responsible for policy matters such as prescribing affiliation standards, designing curriculum, conducting examinations, and awardingcertification. Whenever a proposal is received from the States/UTs, ITIs examined and decided in accordance with the prescribed affiliation standards and norms. The Government ITIs in Ramanathapuram district offer conventional as well as industry-relevant and emerging trades such as Advanced CNC Machining Technician, Industrial Robotics and Digital Manufacturing Technician, Mechanic Electric Vehicle, and Manufacturing Process Control and Automation, besides other trades under the Craftsmen Training Scheme (CTS). The curricula of these trades are revised periodically in consultation with industry to align training with evolving technological and labour market requirements. Further, currently no proposal for establishment of a new National Skill Training Institute (NSTI) in Ramanathapuram district is under consideration. (d) To strengthen skill development infrastructure, improve enrolment, enhance employability and create sustainable employment opportunities for the youth across the country including Ramanathapuram district in Tamil Nadu, the following specific steps have been taken by MSDE: i. The Pradhan Mantri Skilling and Employability through Upgraded ITIs (PM SETU), a Centrally Sponsored Scheme announced under Budget 2024-25 and Budget 2025-26 with an outlay of ₹60,000 crore (Central Share: ₹30,000 crore, State Share: ₹20,000 crore and Industry Share: ₹10,000 crore) to enhance the overall quality and relevance of vocational training with upgraded labs, machines, and industry-aligned curriculum in the country. The key objectives of the scheme are: • To improve the quality of training delivery in ITIs and NSTIs; • To modernize infrastructure and equipment as per industry standards; • To introduce industry-aligned long-term and short-term courses, especially in new and emerging sectors; • To strengthen industry linkage for demand-driven skilling and better employment outcomes; and • To enhance the capacity of National Skill Training Institutes (NSTIs) for training of trainers. The scheme comprises of two components: a. Component I – Upgradation of 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs. b. Component II – Capacity Augmentation of five NSTIs located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana, including setting-up sector-specific National Centres of Excellence for skilling, with focus on advanced training of trainers with global partnership. Under this scheme, the State Government has the flexibility to identify the ITIs either as Hub or Spoke based on the specific industry cluster available in the area. ii. National Council for Vocational Education and Training (NCVET) has been set up as an overarching regulator establishing regulations and standards to ensure quality in the Technical and Vocational Education and Training (TVET) space. iii. The Awarding Bodies recognized by NCVET are expected to develop the qualifications as per the industry demand and map them with the identified occupations as per the National Classification of Occupations, 2015 and obtain industry validations. iv. 36 Sector Skill Councils (SSCs), led by industry leaders in the respective sectors, have been set up which identify the skill development needs of respective sectors as well as to determine skill competency standards. v. Under PMKVY, the new age/future skills job-roles have been specially aligned withIndustry 4.0 requirements in areas like AI/ML, Robotics, Mechatronics, Drone Technology, etc. for upcoming market demand and industry requirements vi. Directorate General of Training (DGT) under the aegis of MSDE is implementing Flexi MoU Scheme and Dual System of Training (DST) which are meant to provide training to ITI students in industrial environment as per their requirements. vii. DGT has introduced new age /future skills courses under CTS to provide training in emerging areas such as 5G Network Technician, Artificial Intelligence Programming assistant, Cyber Security Assistant, Drone Technician etc. viii. DGT has signed MoU with IT Tech companies like IBM, CISCO, Microsoft, AWS etc. to ensure industry linkages for the institutes at the state and regional levels. These partnerships facilitate the provision of technical and professional skills training in modern technologies. ix.
