SKILLING FOR EMERGING SECTORS IN KARNATAKA
2202. SHRI G.C. CHANDRASHEKHAR:
Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:
(a) the number of candidates trained in emerging sectors such as EVs, electronics manufacturing,
semiconductors and AI in Karnataka from 2022-25;
(b) placement outcomes in these sectors; and
(c) coordination undertaken with MeitY, Heavy Industries and industry clusters in the State?

(a) to (c): Under the Government of India’s Skill India Mission (SIM), the Ministry of Skill Development
and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of
skill development centres under its various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY),
Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training
Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the
country including the State of Karnataka. The SIM aims at enabling the youth of India to get future-ready,
equipped with industry-relevant skills.
Under PMKVY 3.0 and 4.0 specialised short-term and advanced modules focused on AI, Robotics and new
age technologies have been introduced with the aim to meet industry demand, drive digital transformation,
and build workforce readiness for Industry 4.0. Under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY)
4.0 till 31st December, 2025, a total of 29,147 candidates have been trained/oriented in these job roles in
Karnataka during FY 2022-23 to FY 2025-26 . Additionally, 14202 candidates have been enrolled in CTS
courses in these trades/ job roles in Karnataka during the 2022 to 2025.
Amongst the schemes of MSDE, placements were tracked under the Short-Term Training component of
PMKVY in the first three versions (PMVY1.0, PMKVY 2.0 and PMKVY 3.0) implemented from 2015-16
to 2021-22. Under PMKVY 4.0, the focus is on empowering our trained candidates to choose their varied
career path and they are suitably oriented for the same. Skill India Digital Hub (SIDH) provides a wide range
of courses for skill training and facilitates access to jobs and apprenticeship opportunities for the trained
candidates are available on SIDH portal. Further, Kaushal Melas and PM National Apprenticeship Melas
(PMNAMs) have been organized to facilitate the placement opportunities to the certified candidates.
The Ministry has formed 36 Sector Skill Councils (SSCs), led by industry leaders. These SSCs are mandated
to identify the skill development needs of respective sectors as well as to determine skill competency
standards.
Further, Electronics Sector Skills Council of India (ESSCI) coordinates with the Ministry of Electronics and
Information Technology (MeitY) and industry stakeholders in the country, including Karnataka, for the
development and periodic revision of the National Skill Qualification Framework (NSQF) aligned job roles
in emerging sectors. ESSCI supports the national vision of MeitY by aligning skilling initiatives with policy
priorities such as the India Semiconductor Mission and the Production Linked Incentive Scheme, with the
objective of creating a localized skilled workforce for the Electronics System Design & Manufacturing
(ESDM) sector.
