Parliament Question: Skilling in Tribal Districts in Maharashtra

SHRI BHASKAR MURLIDHAR BHAGARE: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Government has identified tribal clusters and Aspirational Districts in Maharashtra for implementation of the Pradhan Mantri Skilling and Employability through Upgraded ITIs scheme and, if so, the details thereof, district-wise; (b) the number of Industrial Training Institutes (ITIs) located in tribal-dominated districts of Maharashtra selected for upgradation, along with the funds sanctioned, released and the progress achieved so far; (c) whether the Government has assessed the challenges faced by ITIs in tribal areas, including inadequate industry linkages, shortage of modern equipment, faculty vacancies, language barriers and limited employment opportunities for tribal youth and if so, the details thereof; and (d) the number of Scheduled Tribe trainees enrolled, trained, certified, placed and retained in employment under the scheme in tribal districts of Maharashtra, along with the placement percentage achieved, district-wise? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (d): The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), implements the Craftsmen Training Scheme (CTS) through a network of Industrial Training Institutes (ITIs) for skilling the youth belonging to all the categories. The ITIs are under the administrative and financial control of the respective State Governments. However, the DGT has been implementing schemes to support the upgradation of ITIs. The Pradhan Mantri Skilling and Employability through Upgraded ITIs (PM-SETU) Scheme is being implemented across States/UTs, including Maharashtra, to upgrade the quality and relevance of ITIs. The selection of ITIs under the PM-SETU scheme is led by the respective State/UT Governments in consultation with industry, ensuring alignment with emerging skill needs and local industrial potential. Accordingly, the Government of Maharashtra has identified three (03) clusters, comprising 03 Hub ITIs and 12 Spoke ITIs, in the districts of Nagpur, Chhatrapati Sambhajinagar (formerly Aurangabad), and Pune. The details of the ITIs identified by the State of Maharashtra are placed at Annexure-I. Furthermore, the State Government and Industry Partner are empowered to propose the required investment for holistic upgradation of ITIs. At present, no proposal or Strategic Investment Plan (SIP) from the State of Maharashtra is pending for consideration or approval before the National Steering Committee (NSC). As of now, the MSDE has released funds to the Government of Maharashtra amounting to ₹50 lakh for engagement of a Project Management Consultant (PMC) and ₹30 lakh for Industry Outreach activities during FY 2025–26.Annexure-I ANNEXURE REFERRED TO IN REPLY TO PART (A TO D) OF LOK SABHA UNSTARRED QUESTION NUMBER 225 ANSWERED ON 20.07.2026.
