GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 5043 ANSWERED ON 23.03.2026 SKILLS TRAINING SUPPORT FOR YOUTHS IN PEDDAPALLI CONSTITUENCY 5043. SHRI VAMSI KRISHNA GADDAM: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Government is aware that the NTPC–SCCL coal belt region in Peddapalli Lok Sabha Constituency, Telangana, is facing rising unemployment among youth due to mechanisation, mine closures and reduction in workforce strength; (b) if so, whether the Government recognises the urgent need for skill transition and re-skilling initiatives for coal belt youth to enable their absorption in emerging sectors, such as electric vehicle (EV) servicing, industrial machinery repair, manufacturing and allied technical trades and if so, the details thereof; (c) whether the Government has any proposal to establish EV-servicing training centres, machinery repair workshops, industrial skill hubs or similar technical training facilities in the said Constituency; (d) if so, the details thereof including location, capacity, courses offered and timeline for implementation; and (e) if not, the reasons therefor along with the steps taken/being taken by the Government to provide sustainable employment opportunities to youth in the coal belt areas of the said Constituency? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (e) As per Ministry of Coal, widespread unemployment among youth in the Peddapalli Lok Sabha Constituency attributable solely to mechanization, mine closure, or workforce rationalization has not been reported. Singareni Collieries Company Limited (SCCL), a company jointly owned by Government of Telangana and Government of India on a 51:49 equity basis, continues to promote skill development and alternative livelihood opportunities to address any localized impacts. Since 2023-24, skill trainings has been imparted to 721 persons by four (04) skill development centres of SCCL on solar technician, drone technician, computer DTP, welding etc. Out of these, 225 persons have been provided skill training at Skill Development Centres/Group Vocational Training Centre Ramagundem in Peddapalli Lok Sabha Constituency, Telangana. Since 2022-23, 640 candidates have been provided with Volvo Dumper training for employment generation. Two Simulators are effectively working on six modules of Heavy Earth Moving Machinery (HEMM) training in SCCL for the skill development of HEMM operators. Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana(PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including Peddapalli Lok Sabha Constituency of Telangana. The SIM aims at enabling youth of India to get future ready and equipped with industry relevant skills, including emerging sectors like electric vehicles (EVs), advanced manufacturing, additive manufacturing, robotics, etc. To enhance the overall quality and relevance of vocational training ecosystem in the country, Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM SETU) scheme inter-alia aims to upgrade 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model, wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs. Also, it aims to augment capacity of five NSTIs located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana, including setting-up sector- specific National Centres of Excellence for skilling, with focus on advanced training of trainers with global partnership In addition to the skill development programs, Government is also implementing wage/self employment generation schemes/programmes like Prime Minister’s Employment Generation Programme (PMEGP), Deendayal Antyodaya Yojana- National Rural Livelihoods Mission (DAY- NRLM), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Rural Self Employment and Training Institutes (RSETIs), Deen Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY- NULM), PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi), Pradhan Mantri Mudra Yojana (PMMY), PM Vikshit Bharat Rozgar Yojana, PM Vishwakarma, Stand-up India, Start Up India , etc. ***** .
