KADIYAM KAVYA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the status of smart city initiatives in Warangal; (b) the details of the measures taken for affordable housing for SC communities; and (c) the details of the public participation in urban planning? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) Under Smart Cities Mission (SCM), in the State of Telangana, 02 cities, viz. Greater Warangal and Karimnagar were selected. As reported by the State on 01.12.2025, in Greater Warangal Smart City, out of a total 119 projects amounting to ₹1800 crore, 103 projects (87% of total projects) amounting to ₹1498 crore have been completed and the remaining 16 projects amounting to ₹302 crore are ongoing. (b) ‘Land’ and 'Colonization' are State subjects. Therefore, schemes related to housing for their citizens are implemented by States/Union Territories (UTs). Further, the objective of SCM was not the development of entire city but to follow an area-based development approach through retrofitting, redevelopment, greenfield development and a Pan-city initiative in which smart solutions are applied covering larger parts of the city, so as to create a replicable model. (c) Smart City Proposals (SCPs) have been planned at the local level based on the local needs of the cities, in consultation with various stakeholders, including citizens, across various sectors. As per SCM Guidelines, at the city level, there is a provision for establishing Smart City Advisory Forum (SCAF) comprising of District Collector, Member of Parliament, Member of Legislative Assembly, Mayor, Chief Executive Officer of Special Purpose Vehicle (SPV), local youth representation, technical experts, etc. to advise and enable collaboration among various stakeholders. *****
