Parliament Question: Solar Energy Projects in Rajasthan

GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY LOK SABHA UNSTARRED QUESTION NO. 1816 ANSWERED ON 10.12.2025 SOLAR ENERGY PROJECTS IN RAJASTHAN 1816. SHRI HARISH CHANDRA MEENA Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the details of solar energy projects currently underway and proposed in Rajasthan under the National Renewable Energy Expansion Goals; (b) whether the Government proposes to promote decentralised solar installations in semi- arid areas of Rajasthan such as Tonk and Sawai Madhopur districts particularly for the agricultural and rural household usage and if so, the details thereof; and (c) whether the Government proposes to prioritise agro-voltaic models and solar irrigation units that promote ground water conservation keeping in view the water scarcity and ecological challenges being faced in the said districts and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) As per the information provided by the Rajasthan Renewable Energy Corporation Limited (RRECL), the details of solar energy projects registered in RRECL under bidding category is given at Annexure-I and under captive solar category is given at Annexure-II. (b) The Government is implementing various schemes like PM Surya Ghar: Muft Bijli Yojna (PMSG:MBY), Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM- KUSUM) and New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA) to promote decentralised solar installations in the country including Rajasthan. The details of schemes are given at Annexure-III. As on 04.12.2025, under the PMSG:MBY, 1,06,579 nos. of Solar Rooftop systems have been installed in Rajasthan out of which, 753 nos. and 733 nos. have been installed in Tonk and Sawai Madhopur Districts of Rajasthan, respectively. PM KUSUM scheme is being implemented in all districts of the country, including Tonk and Sawai Madhopur districts of Rajasthan. It is a demand driven scheme. The capacities are allocated based on demand received and progress shown by the States/UTs. Under the PM Kusum scheme, the installations in Tonk and Sawai Madhopur, as on 30.11.2025 are as follows: District Component A B C (MW) (Nos. of (Nos. of Pumps) Pumps) Tonk 0.5 5531 2685 Sawai 3 2427 275 Madhopur(c) The Component-A of the PM KUSUM scheme allows for setting up of decentralized ground-mounted/stilt-mounted (also known as agrivoltaics) solar plants by farmers on their land. PM-KUSUM guidelines have a provision to address over-exploitation of ground water by solar pumps. As per the scheme guidelines, new pumps are not permitted to be installed in Dark zone / Black zone / over-exploited areas notified by Central Ground Water Board (CGWB). PM Surya Ghar Muft Bijli Yojana (PMSG: MBY): The Ministry of New & Renewable Energy is implementing this scheme across the country since February 2024. The Scheme targets to achieve rooftop solar installations in one crore households in the residential sector by FY 2026-27 with an outlay of Rs 75,021 crore. 2. Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM): The PM-KUSUM Scheme was launched by the Government in March, 2019 to provide financial support to the farmers for installation of standalone solar pumps and solarization of existing grid-connected agriculture pumps, and to provide the farmers an opportunity to become solar entrepreneurs by installing solar power plants on their barren/fallow/agriculture land. The Scheme consists of three components: • Component ‘A’: Setting up of 10,000 MW of Decentralized Ground / Stilt Mounted Grid Connected Solar or other Renewable Energy based Power Plants by the farmers on their land. Solar power plants in stilt fashion are also known as Agrivoltaics; • Component ‘B’: Installation of 14 lakh standalone off-grid solar agriculture pumps; and • Component ‘C’: Solarization of 35 lakh existing grid-connected agriculture pumps including Feeder Level Solarization (FLS). All three components combined; the scheme aims to add a solar capacity of 34.8 GW with total central financial of Rs. 34,422 crore. 3. New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA): The scheme aims to provide electricity to households, multi-purpose centres and public institutions in Tribal and PVTG areas by provision of off-grid solar systems. The off-grid solar systems are provided only where electricity supply through grid is not techno-economically feasible.
