Dhanorkar Pratibha Suresh: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether 46,200 houses (especially in Chandrapur, Ballarpur and Mul talukas) out of 57,466 houses sanctioned under Pradhan Mantri Awas Yojana (Gramin), (PMAY-G) Phase-II in Chandrapur district are still under construction, if so, the reasons therefor; (b) whether 28 thousand beneficiaries of the district are deprived of the second installment due to lack of funds and are facing crisis due to demolition of their kutcha houses, if so, the details thereof; (c) whether these pending installments will be treated as a special case and released as soon as possible, if so, the details thereof; (d) whether the new online system 'SPARSH' has been holding up installments of the poor due to technical glitches like server down, photo not being uploaded and if so, the plans to streamline the process or provide an option for offline verification; and (e) whether the Government proposes to increase the central subsidy for construction of houses keeping in view the rising prices of building materials, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a) to (c): Under the Pradhan Mantri Awaas Yojana-Gramin (PMAY- G), the Ministry allocates targets to the State as a whole and the District/Block/Gram Panchayat-wise targets are allocated/ distributed by State Governments/Union Territories as per the provisions of the scheme. The State Government of Maharashtra has fixed a target of 58,204 houses in the Chandrapur district during the phase-II of the scheme i.e. FY 2024-25 onwards. As of 30.07.2026, a Page 1 of 2total of 57,436 houses have been sanctioned in Chandrapur district, 56,266 beneficiaries have received first installment of assistance, 36,858 beneficiaries have received second installment of assistance and 18,019 houses are already complete. The State Government of Maharashtra has conveyed that after the Geo-Tagging is completed by the field officials, the installment is processed immediately and all Fund Transfer Orders (FTOs) are processed by the field machinery within time. In addition, the State Government has conveyed that the initial delay in construction of rural houses was primarily due to shortage of rural masons and technical issues in the newly introduced SNA SPARSH system. (d): The technical issues in the implementation of the SNA SPARSH system have since been addressed and the system is functioning normally. The Ministry continuously monitors the performance of the SNA SPARSH platform and undertakes necessary technical improvements from time to time to ensure smooth processing of instalments. (e): Under the Pradhan Mantri Awaas Yojana–Gramin (PMAY-G), financial assistance of ₹1.20 lakh per house is provided in plain areas and ₹1.30 lakh per house in hilly States, including the Union Territories of Jammu & Kashmir and Ladakh. The Government has approved the continuation of PMAY-G till March, 2029 as per the existing unit assistance for construction of 2 crore more houses. ***** Page 2 of 2
