SPECIAL SCHEMES FOR FARMERS OF ASPIRATIONAL DISTRICTS
1576. SHRI RAM SHIROMANI VERMA:
Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण मं(cid:287)ी
be pleased to state:
(a) whether any special schemes have been implemented by the Government for the
farmers of Aspirational Districts in the country including Shrawasti and if so, the details
thereof;
(b) the details of the financial assistance provided to the farmers of the Aspirational
Districts including Shrawasti under the said schemes during the last five years, year-wise
and district-wise;
(c) whether any assessment has been made by the Government regarding the increase
in income of the farmers in the Aspirational Districts including Shrawasti as a result of these
schemes and if so, the details thereof; and
(d) the steps being taken by the Government to ensure the expansion of irrigation
facilities, crop diversification, better marketing of agricultural produce and access to
markets for the farmers?

(a) & (b): NITI Aayog launched the Aspirational Districts Programme (ADP) in January
2018, wherein, 117 districts were identified as Aspirational Districts. ADP monitors the
progress of 117 Aspirational Districts including Shrawasti on the basis of 49 Key
Performance Indicators (KPIs) across sectors such as health & nutrition, education,
agriculture & water resources, financial inclusion & skill development and basic
infrastructure.
Funding under ADP is based on the delta ranking method, which rewards Districts for their
quarterly progress in the 49 KPIs. The first and second overall rankers are awarded ₹10
crores and ₹5 crores, respectively, while the top-performing District in each of the five
sectors receives ₹3 crores. In total, ₹30 crores is awarded quarterly to the best-performing
districts, irrespective of their States. Financial assistance is not provided to individual
farmers/beneficiaries.(c): Detailed information regarding the performance of all 117 Aspirational Districts including
Shrawasti on all Indicators is available on the Champions of Change Portal
(http://championsofchange.gov.in/site/coc-home/), which is in the public domain. The
performance of Shrawasti District on 18 Indicators relating to Agriculture & Water
Resources theme is at ANNEXURE-I.
(d): Government implements schemes such as Per Drop More Crop (PDMC), Pradhan
Mantri Krishi Sinchayee Yojana (PMKSY), Watershed Development Component (WDC) of
PMKSY and Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM-
KUSUM) to improve irrigation infrastructure and water-use efficiency.
Crop Diversification is being promoted through the National Food Security & Nutrition
Mission (NFSNM), the Mission for Aatmanirbharta in Pulses, the National Mission on Edible
Oil (NMEO) - Oilseeds & Oil Palm, the Mission for Integrated Development of Horticulture
(MIDH) by encouraging the production and productivity of crops like Millets, Coarse cereals,
pulses, oil seeds, oil palm and horticultural crop.
Government implements Integrated Scheme for Agriculture Marketing (ISAM) and
Agriculture Infrastructure Fund (AIF) to promote creation of scientific storage capacity and
also for investment in viable projects for post-harvest market infrastructure. National
Agriculture Market (e-NAM) provides online trading platform for better price discovery
through competitive online bidding. Farmers Producer Organisations (FPOs) are promoted
for better collective bargaining and value chain development.ANNEXURE-I
