1073. DR. ALOK KUMAR SUMAN:
Will the Minister of DEFENCE be pleased to state:
(a) whether it is a fact that the number of teaching and non-teaching staff are less in the Sainik
School of Gopalganj district in Bihar, if so, the details thereof;
(b) whether it is also fact that there is no transparency in the appointment of teaching and non-
teaching staff on contractual basis in the Sainik School of Gopalganj, if so, the details thereof;
(c) total number of teaching and non-teaching staff appointed on the contractual basis by the
Principal of the Sainik School in Gopalganj district;
(d) whether the Principal of the Sainik School of Gopalganj has taken consent of the Chairman
for the appointment of the teaching and non-teaching staff during the last three years and the
current year, if so, the details thereof;
(e) whether the payment made to the contractual employees meet the parameters of the
Government; and
(f) if so, the details thereof and if not, the reasons therefor?

IN THE MINISTRY OF DEFENCE
(a) to (f): Sainik School Gopalganj has adequate teaching and non-teaching staff on its
strength ensuring proper functioning of the school.
The recruitment of staff at Sainik School Gopalganj is being conducted as per
the Standard Operating Procedure (SOP) and other relevant guidelines issued by Sainik Schools
Society which inter-alia provides for nomination of an independent observer by Local Board of
Administration (LBA) to ensure that the procedure mentioned in the SOP is followed.
Furthermore, representative of State Government/Education Department is one of the members
on the Board of Officers constituted for conducting recruitment of Academic Staff in Sainik
Schools.

Approval of Chairman, Local Board of Administration (LBA) is obtained before
issuing the offer/appointment letter to the selected candidates. Contractual employees at Sainik
School Gopalganj are paid adequate remuneration, based on the requirements of the respective
jobs.
