Will the Minister of MINES be pleased to state:
(a) the total number of mining leases evaluated under the Star Rating of Mines
framework in the Country during the last three years specially for coal and major
minerals in Shahdol, Umaria and Anuppur district of Madhya Pradesh, year and
State/UT-wise;
(b) the number of mines that have achieved three-star, four-star, five-star and seven-
star ratings during the said period including Shahdol Lok Sabha Constituency;
(c) the number of mining leases that failed to achieve the minimum three-star rating;
and
(d) the action taken by the Government including suspension of operations or
compliance measures against such non-compliant mines?

(a): As per Policy for Star Rating of Coal Mines, rating awarded to Coal mines of
Shahdol, Umaria and Anuppur district of Madhya Pradesh during last three evaluation
years are given below:Name of the district No. of Coal mines evaluated under Star Rating

As per records, there are no mines of major minerals in Shahdol and Umaria district.
However, there are 3 mines in Anuppur district of Madhya Pradesh, out of which 2
mines remained non-operational during the last three years and one mine which was
operational has been evaluated.
(b): Details of rating achieved by Coal mines falling under Shahdol Lok Sabha
constituency are given below.

For major minerals, one mine in Shahdol constituency achieved 3-star rating
consistently during the years 2021-22, 2022-23 and 2023-24.
(c): Number of mines of Shahdol Lok Sabha constituency which failed to achieve the
minimum three-star rating during last three years are given below.

(d): As per Rule 35(4) of MCDR, 2017, it is mandatory on the part of every holder of a
mining lease to achieve at least three-star rating within a period of four years from the
date of commencement of mining operations and thereafter maintain the same on
year- on- year basis. If the lease holder fails to achieve the minimum 3-star rating, the
mine is issued show cause notice to qualify for star rating. In case of non-compliance,
operation of the mine is suspended. The suspension is revoked after verification
through inspection of compliance of star rating requirement.
