Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) the details of the Atal Mission for Rejuvenation and Urban
Transformation (AMRUT), including fund sharing pattern between the
Centre and States;
(b) the details of the cities currently under AMRUT across the country;
(c) the details of fund allocated and utilized across the country under
AMRUT, project and State-wise;
(d) whether specific guidelines have been fixed to monitor and supervise
the implementation of AMRUT at State level; and
(e) if so, the details thereof;

(a) to (e): Atal Mission for Rejuvenation and Urban Transformation
(AMRUT) was launched on 25 June 2015 in selected 500 cities (now 485
cities including 15 merged cities) and towns across the country. The
Mission focuses on development of basic infrastructure in the sectors of
water supply; sewerage and septage management; storm water drainage;
green spaces and parks; and non-motorized urban transport. A set of Urban
Reforms and Capacity Building have been included in the Mission. Central
share for the projects under AMRUT was 100 % for Union Territories and
90% for North Eastern and Hilly. In other States, central share was 50% of
the project cost in cities having population up to 10 lakh and 33% of the
project cost in cities having population of more than 10 lakh. For
Administrative and Other Expenses and Reforms, 100% central assistance
was provided.
Ministry of Housing and Urban Affairs (MoHUA) has approved State
Annual Action Plans (SAAPs) of all the States/Union Territories (UTs)
amounting to ₹77,640 crore for the entire Mission period, which includes
committed Central Assistance (CA) of ₹36,036 crore. The States/UTs have
grounded 6,004 projects worth ₹83,471 crore, of which works worth
around ₹80,933 crore have been physically completed and expenditure of
₹74,244 crore has been incurred. Against the Central share of ₹36,036
crore for projects, ₹34,901 crore have been released.

Under AMRUT, central funds were released to the State/UTs and not
project-wise. The State further allocate funds to the Cities/ Parastatals as
per progress of the works. The State wise details of central share of funds
released under AMRUT and utilization certificates received so far is given
in Annexure.
The Mission guidelines provide for formation of State High Powered
Steering Committee (SHPSC) headed by the Chief Secretary of the State,
to monitor and supervise implementation of the scheme at the State/ UT
level. State Level Technical Committee (SLTC) headed by the Secretary,
Urban Development & Housing Department provides technical support to
the SHPSC in monitoring and supervising the scheme at the State level.
Further, an Apex Committee constituted under the ambit of Mission
guidelines reviews and monitor the Mission periodically. For assessment
and monitoring of work done under AMRUT in the States/ UTs, there is a
provision of Independent Review and Monitoring Agencies (IRMAs). Also,
in order to fast-track the implementation of projects, progress is
periodically reviewed and monitored through regular video conferences/
webinars/ workshops/ site-visits etc. by Ministry of Housing and Urban
Affairs (MoHUA) with the States/ UTs. There is a dedicated AMRUT online
portal for tracking the progress and monitoring of projects.
