STATUS OF FLYING TRAINING ORGANISATIONS
6282. THIRU DR. S JAGATHRATCHAKAN
Will the Minister of CIVIL AVIATION
be pleased to state:-
(a) the number of DGCA-approved Flying Training Organisations (FTOs) currently
operational and the total number of commercial pilots trained annually through these
institutions in the country, State-wise;
(b) whether the Government has projected a requirement of approximately thirty thousands
additional pilots over the next decade in view of fleet expansion by Indian carriers and if so,
the details thereof along with the extent to which the current training capacity meets this
requirement;
(c) whether it is a fact that there are only about forty approved flying training institutions for
over sixty flying bases in the country and if so, whether any assessment has been made of this
capacity gap and if so, the details thereof; and
(d) the steps expand domestic pilot training capacity including establishment of new FTOs or
strengthening of public-sector aviation training infrastructure?

a to c) At present, 41 Flying Training Organisations (FTOs) have been approved by
Directorate General of Civil Aviation (DGCA) in the country, operating across 63 flying
bases. 3 FTOs are presently non-operational, therefore, 38 FTO are currently operational. The
list of DGCA approved FTOs is attached as Annexure-A.
Commercial Pilot Licences (CPLs) are not issued based on demographic parameters. During
the year 2025, DGCA issued 1035 CPLs to trainees from Indian FTOs.
As regards to training capacity at DGCA approved FTOs, Civil Aviation Requirement (CAR)
Section 7 Series D Part I stipulates Aircraft:Instructor:Student ratio as 1:1:10, which
corresponds to current training capacity of approximately 3500 students at these FTOs. This
capacity is dynamic and subject to variation due to factors such as frequent transition of
instructors to airlines after accumulation required flying hours and serviceability of aircraft.
d) DGCA has taken following initiatives towards expansion of Indian FTOs:-
i. DGCA has granted approval to 03 new FTOs in F.Y. 2025-26, increasing total tally of
FTOs to 41 with 63 flying bases across the country.
ii. The induction of 61 training aircraft by FTO in year 2025 for promoting the expansion of
FTOs and pilot training capacity.iii. Civil Aviation Requirement (CAR) Section 7 Series I Part V has been revised in the year
2025, ensuring a more expeditious training framework.
iv. CAR Section 7 Series D part I have been revised to address the emerging requirements of
FTOs, wherein earlier requirement of Air Traffic Management NOC and Aerodrome
Operator clearance requirements have been dispensed with at NOC stage and shifted to
application stage for FTO approval. Requirement for aircraft has also been shifted to Phase -
IV from erstwhile Phase - II of Certification.
