Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) the current status of Piped Natural Gas (PNG) and Compressed Natural Gas (CNG) infrastructure
in the districts of Rupnagar, Hoshiarpur and SAS Nagar (Mohali) including in the Balachaur,
Garhshankar, Chamkaur Sahib and Kharar segments;
(b) the details of the Minimum Work Programme (MWP) targets and the actual cumulative
achievements for domestic PNG connections and CNG stations in these segments as of January2026;
(c) the reasons for the reported variations between the authorized targets and ground implementation
by the concerned City Gas Distribution (CGD) entities;
(d) the current status of applications for Compressed Bio-Gas (CBG) plants under the Sustainable
Alternative Towards Affordable Transportation (SATAT) initiative in the stubble-burning prone
areas of Balachaur and the steps taken to expedite these approvals; and
(e) the timeframe fixed by which the Government expects to bridge the infrastructure gap in the
Anandpur Sahib Lok Sabha Constituency to ensure hundred percent compliance with authorized

(a) to (e) Providing Piped Natural Gas (PNG) connections, establishment of Compressed Natural Gas
(CNG) stations and laying of pipeline infrastructure are part of the development of City Gas
Distribution (CGD) Network which is carried out by the entities authorized by Petroleum and Natural
Gas Regulatory Board (PNGRB) as per their Minimum Work Programme (MWP) and techno-
commercial feasibility.
Anandpur Constituency consists of districts of Rupnagar, Hoshiarpur and SAS Nagar (Mohali)
Balachaur, Garhshankar, Chamkaur Sahib and Khararregion.
Rupnagar is part of Rupnagar District Geographical Area (GA) authorized to Bharat Petroleum
Corporation Limited (BPCL), Hoshiarpur is part of Hoshiarpur and Gurdaspur Districts GA
authorized to Gujarat Gas Limited and SAS Nagar (Mohali) is part of SAS Nagar District (EAAA),
Patiala & Sangrur districts GA authorized to Torrent Gas limited for development of CGD network.Balachaur falls in Shaheed Bhagat Singh Nagar (SBS Nagar) District, which is part of Jalandhar
District (EAAA), Kapurthala & SBS Nagar Districts GA authorized to Think Gas Ludhiana Private
Limited.
Balachaur, Garhshankar, Chamkaur Sahib and Kharar segments fall within the respective authorised
GAs. MWP targets are defined at GA level and not segment-wise. GA-wise details for MWP target
of PNG (D) connections and CNG stations vis-à-vis cumulative achievements as on 30.11.2025 are
at Annexure.
Authorized CGD entities are required to achieve MWP targets within the timelines stipulated in their
respective authorizations. As informed by authorized CGD entities, reasons for delay in achievement
of MWP targets is attributed to inter alia delay in grant of permissions by the statutory authorities /
bodies and higher Right of Use (RoU) / Right of Way (RoW) Charges.
The Government and PNGRB monitor the progress of CGD networks based on reports submitted by
the entities. If there are any delays or shortfalls, the PNGRB advises the entity to take corrective
action. This includes calling them for progress review meetings or statutory hearings under existing
regulations to discuss challenges and the latest updates on their MWP targets in authorized GAs. In
addition, Government conducts regular interactions and meetings with State Governments for the
development of CGD network in respective States and address challenges in this regard.
Government, with a view to promoting the setting up of Compressed Biogas (CBG) plants across the
country including in Punjab, has adopted a “Whole of Government” approach involving multiple
Ministries and Departments under the GOBARdhan initiative. The role of the Government is to
create an enabling ecosystem for CBG projects. The establishment of CBG plants is undertaken by
entrepreneurs and other interested entities based on their own techno-commercial assessment.As
reported on GOBARdhan portal, in Punjab 10 CBG plants have been commissioned, while 13 are
under construction.
