Parliament Question: Status of Housing and Urban Development Schemes in Uttar Pradesh

SHRI SANATAN PANDEY: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of the funds sanctioned, released and utilised so far during each of the last five years and the current year under various schemes of the Ministry in Uttar Pradesh, town/city-wise; and (b) the number of houses constructed/likely to be constructed in Uttar Pradesh, town/city-wise? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) & (b): As per the provisions of Article 243W of the Constitution, in conjunction with the Seventh and Twelfth Schedules, matters relating to urban development fall within the purview of States/Urban Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides programmatic support to the States/Union Territories (UTs) in their urban development agenda through its various flagship Missions/Programmes viz. Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0), Swachh Bharat Mission – Urban 2.0 (SBM – U 2.0), Smart Cities Mission (SCM), Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM), PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi), Urban Transport (UT), etc. Through these Missions/Schemes, the Central Government approves the State Plans and provides the Central Assistance (CA) to the States. The projects are selected, designed, approved and executed by the States/UTs and the cities. The State Governments release funds to the cities/districts. AMRUT: This Mission was launched in the year 2015 in selected 500 cities (now 485 cities including 15 merged cities) and towns across the country. It was focused on development of basic infrastructure in urban areas, in the sectors of water supply, sewerage and septage management, etc. AMRUT 2.0 was launched in the year 2021 in all ULBs/cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal coverage of …2/--2- sewerage and septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Under the Mission, States/UTs are empowered to select appraise, propose and implement projects. Under AMRUT, Uttar Pradesh State has taken up 669 projects worth ₹11,827.39 crore and under AMRUT 2.0, 651 projects with total project cost of ₹26,758.53 crore {including Operations & Maintenance (O&M) cost} have been approved. Funds under AMRUT & AMRUT 2.0 are allocated/released/sanctioned to State/UTs, not town/city-wise. Under AMRUT, against the committed Central Assistance (CA) of ₹4,922.46 crore, for projects ₹4,880.70 crore has been released against which Utilization Certificates (UCs) has been received worth ₹4,421.75 crore. To carry forward the progress made, SBM-U 2.0 has been launched on October 1, 2021 for a period of five years, up to October 1, 2026, with a vision of achieving Garbage Free Status for all cities …3/--3- through 100% source segregation, door to door collection and scientific management of all fractions of waste, including safe disposal in scientific landfills. Funds under SBM-U are allocated to States/UTs for the entire mission period and not on yearly basis. The State of Uttar Pradesh has been allocated/sanctioned ₹1,740.98 crores and ₹4,073.80 crores under SBM-U (2014-21) and SBM-U 2.0 (2021-26), respectively. As reported by States/UTs, out of a total 893 projects amounting to ₹ 21,161 Cr, 888 projects (99% of total projects) amounting to ₹20,949 Cr have been completed. As on 15th January 2026, Rs. 4900 cr have been released for 10 smart cities of Uttar Pradesh of which Rs. 4889 cr (99%) has been utilized. Loan amount is disbursed by banks directly into the accounts of the beneficiaries. As per information available on PFMS portal, Under PM SVANidhi scheme, funds allocated/released and utilized for 736 Urban Local Bodies (ULBs) in Uttar Pradesh are ₹40.48 crore and ₹30.27 crore, respectively. So far out of the 10,000 buses, this Ministry has sanctioned 9,642 buses to 18 States and 5 UTs. The State of Uttar Pradesh has not yet participated under the Scheme.
