Parliament Question: Status of Mega Food Parks in Punjab

GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES RAJYA SABHA UNSTARRED QUESTION NO: 2481 ANSWERED ON 13TH MARCH, 2026 STATUS OF MEGA FOOD PARKS IN PUNJAB 2481. DR. VIKRAMJIT SINGH SAHNEY: Will the Minister of Food Processing Industries be pleased to state: (a) the number of Mega Food Parks approved and operational in the country, specifically in Punjab; (b) the present status of Mega Food Parks in Fazilka, Kapurthala and Ludhiana, including funds sanctioned and released; (c) the reasons for delay in operationalisation of certain food parks in Punjab despite approvals; (d) the employment generated and benefits accrued to farmers and MSMEs in Punjab through these parks; and (e) whether Government proposes any special interventions to strengthen food processing infrastructure in Punjab and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH) (a) &(b): Under Mega Food Parks scheme, the Ministry has approved 41 Mega Food Parks (MFPs) in the country, out of which 25 MFPs are operational. Ministry has approved 3 projects in the state of Punjab. State-wise details including MFPs at Fazilka, Kapurthala and Ludhiana in the state of Punjab and their status of implementation are in Annexure-I. (c): The delays in operationalisation of MFPs are mainly attributable to factors such as land acquisition issues, delays in obtaining statutory clearances, financial constraints of the Special Purpose Vehicles (SPVs), changes in project scope, external factors including the COVID-19 pandemic and challenges in allotment and operationalising the requisite number of food processing units as per the scheme guidelines. (d): MFP projects approved in state of Punjab have created 10600 direct and indirect employment and benefitted 35000 farmers and 10 Micro Small and Medium Enterprises (MSMEs). (e): Ministry of Food Processing Industries (MoFPI) has been implementing Central Sector umbrella scheme the “Pradhan Mantri Kisan Sampada Yojana (PMKSY)” since 2017-18 across the country. The basic objective of the scheme is to ensure overall development of food processing sector in the country. The scheme aims to achieve the objective by providing incentives for creation of food processing & preservation infrastructure in the country. The schemes under PMKSY are demand driven in nature; the proposals under the scheme are invited through Expression of Interest (EOI) for setting up food processing units from all over India including state of Punjab. The PMKSY has 5 on-going component schemes such as Integrated Cold Chain and Value Addition Infrastructure (ICC), Creation of Infrastructure for Agro Processing Clusters (APC), Creation / Expansion of Food Processing & Preservation Capacities (CEFPPC), Operation Greens (OG) and Food Safety and Quality Assurance Infrastructure (FTL Scheme) to provide financial assistance for setting up of food processing infrastructure in the country. Under PMKSY component schemes the Ministry has sanctioned 74 projects in the state of Punjab.
