STATUS OF MODIFIED ELECTRONICS MANUFACTURING
CLUSTERS (EMC 2.0) SCHEME

Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state:
(a) the status of approvals, sanctioned projects and financial assistance disbursed under Modified
Electronics Manufacturing Clusters (EMC 2.0) Scheme, including details of EMCs and Common
Facility Centres (CFCs) approved till date and their current stage of implementation;
(b) to what extent Ready Built Factory (RBF) sheds and Plug-and-Play facilities have been
operationalised under EMC 2.0 with details of investments attracted and number of global and domestic
electronics manufacturers that have set up units within EMC 2.0 parks; and
(c) whether the Ministry has undertaken any assessment of the Scheme’s impact on strengthening supply
chain responsiveness, reducing logistics costs and improving time-to-market for electronics
manufacturers?

(a) to (c): Ministry of Electronics and Information Technology (MeitY) notified the Modified Electronics
Manufacturing Clusters (EMC 2.0) Scheme in April 2020 to develop world-class electronics
manufacturing infrastructure, attract investments, strengthen supply chains and generate employment,
through financial support for establishment of dedicated electronics clusters with shared infrastructure
facilities, including ready industrial plots and Ready Built Factory (RBF)/Plug-and-Play facilities. The
scheme was open for receipt of application up to 31st March 2024 and further period up to March 2028,
is available for disbursement of funds to the approved projects.
Under the Scheme, 13 projects—11 EMCs and 2 CFCs, with a total project cost of INR 5,226.49 crore,
including Central financial assistance of INR 2,492.74 crore, have been approved. These projects,
covering an area of 4,399.68 acres, are spread across 10 States of the country and have a projected
investment of INR 1,46,846 crore.
As on date, investments amounting to INR 10,915.84 crore have been mobilised.
Details of the implementation status of the projects are placed at Annexure.
Further, under the EMC 2.0 Scheme at least 10% of the saleable/leasable area within the cluster has been
provisioned for the ready built factory (RBF) sheds. The RBF sheds under the EMC 2.0 parks are in
various stages of construction. So far, land has been allotted to 120 manufacturing units comprising of
22 global and 98 domestic electronics manufacturers.
The Impact Assessment of the EMC 2.0 Scheme was conducted by the National Institute for Micro,
Small and Medium Enterprises under Ministry of MSME. The key findings of EMC 2.0 Scheme noted
accelerated development of world-class electronics manufacturing infrastructure, including RBFs &
advanced CFCs, and have generated substantial direct and indirect employment.
The EMC 2.0 Scheme has contributed to strengthening electronics manufacturing by improving supply
chain responsiveness, creation of RBF/Plug-and-Play facilities, and improving time-to-market for
electronics manufacturers within cluster environments.
