This document summarizes the progress of Phase I (2021-2026) of India's National Bioenergy Programme, based on the Ministry of New and Renewable Energy's response to Lok Sabha Unstarred Question No. 2903, answered on August 6, 2025.
The Ministry supports bioenergy projects, including waste-to-energy, biomass, and biogas initiatives, through Central Financial Assistance (CFA). As of June 30, 2025, the Ministry has sanctioned 78 waste-to-energy, 118 biomass, and 39,530 biogas projects. Eight waste-to-energy and 19 biogas projects are under commissioning, while the remaining projects have been commissioned.
Phase I of the National Bioenergy Programme has a total allocated budget of INR 858 crore, distributed across three components: Waste to Energy, Biomass, and Biogas Programmes. The cumulative fund utilization across all subcomponents from fiscal year 2022-23 to 2025-26 (as of June 30, 2025) is INR 294.06 crore. The breakdown of allocation and utilization is as follows (all figures in INR crore):
* **Waste to Energy:** Allocated INR 600 crore, with a total utilization of INR 164.70 crore (INR 57.6 crore in 2022-23, INR 20.89 crore in 2023-24, INR 85.96 crore in 2024-25, and INR 0.25 crore in 2025-26).
* **Biomass Programme:** Allocated INR 124.17 crore, with a total utilization of INR 26.03 crore (INR 3.48 crore in 2022-23, INR 4.17 crore in 2023-24, INR 15.92 crore in 2024-25, and INR 2.46 crore in 2025-26).
* **Biogas Programme:** Allocated INR 133.83 crore, with a total utilization of INR 103.33 crore (INR 10.27 crore in 2022-23, INR 37.92 crore in 2023-24, INR 52.20 crore in 2024-25, and INR 2.94 crore in 2025-26).
The National Bioenergy Programme has contributed 680.47 MWeq of bioenergy capacity to India's overall energy mix, encompassing waste-to-energy, biomass power, and biogas-to-power projects. Furthermore, the program has facilitated the addition of 433 tons per hour of biomass briquette/pellet production capacity.

(a) the progress made in implementing Phase-I (2021-2026) of the National Bioenergy
Programme including the number of projects approved and their current status;
(b) the allocation and utilisation of funds under Phase-I, along with the primary areas of
investment, year-wise; and
(c) the impact of said programme on India’s bioenergy production and overall energy mix?

(a) The Ministry of New and Renewable Energy supports bioenergy projects such as waste-
to-energy, biomass, and biogas projects by providing the central financial assistance (CFA)
under the National Bioenergy Programme. The ministry till 30.06.2025 has sanctioned a total
of 78 waste-to-energy, 118 biomass, and 39,530 biogas projects under the programme.
Whereas 8 waste-to-energy and 19 biogas projects are under commissioning, rest all have been
commissioned.
(b) Under Phase-I of the National Bioenergy Programme, a total allocation of ₹858 crore has
been earmarked across its three key components—Waste to Energy, Biomass, and Biogas
Programmes. The details of sub-component-wise fund allocation and its year-wise utilization
are provided in Annexure-I.
(c) Through the National Bioenergy Programme, a total of a 680.47 MWeq of bioenergy
projects (including Waste-to-energy, Biomass power and Biogas to power) has been added in
the overall energy mix. In addition to this, a total of 433 tons per hour of biomass
briquette/pellet capacity have also been added under the programme.
