Shri Varun Chaudhry: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the budget allocated and utilised under National Family Benefit Scheme (NFBS) during the last five years, State and year-wise; (b) the number of beneficiaries who have received the benefit under the National Family Benefit Scheme during the said period, year and State-wise; and (c) the reasons for delay in disbursing the benefit and the action taken, if any, for providing early disbursement? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): State/UT-wise number of beneficiaries (State/UT Cap) and funds released under National Family Benefit Scheme (NFBS) during last five years is given at Annexure. (c): Under NFBS, financial assistance is released to the States/UTs based on proposals received from them, subject to the State/UT-wise beneficiary cap. As and when complete proposals are received, they are processed expeditiously for release of funds. States/UTs are regularly requested through letters, review meetings to submit complete proposals in a timely manner to facilitate early processing and disbursement of benefits. With effect from 2026–27, funds under NFBS are being released through SNA-SPARSH mechanism. Under this mechanism, States/UTs with legislature, after onboarding on SNA-SPARSH, utilize funds against the Mother Sanction issued by the Ministry. Accordingly, for the first instalment of 2026–27, the Ministry has issued a Mother Sanction of ₹369.25 crore under NFBS to the States/UTs. Page 1 of 3States/UTs that have completed onboarding on SNA-SPARSH are able to utilize the Mother Sanction for disbursement of benefits under NFBS.
