STATUS OF ODOP INTEGRATION UNDER PMFME SCHEME

Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the status of One District One Product (ODOP) integration under the PMFME Scheme in
Eastern India particularly in the districts of Odisha and Jharkhand;
(b) whether the Government has evaluated alignment between ODOP recommendations and
agricultural output data and if so, the details thereof;
(c) the manner in which micro food processing enterprises in tribal or aspirational districts are being
supported to obtain export certifications and branding assistance;
(d) the steps taken by the Government to link them with APEDA’s export infrastructure and global
markets;
(e) the number of loans sanctioned under PMFME in each district of Odisha and Jharkhand till date
along with the disbursal rate and district-wise utilization pattern;
(f) whether any mid-term evaluation or inter-Ministerial consultation has been undertaken to
propose a second phase of PMFME beyond Financial Year 2025-26 and if so, the details thereof;
and
(g) if not, whether a roadmap is being considered for continuation of credit-linked subsidy and ODOP
convergence in underserved regions?

(a)& (b). Under Pradhan Mantri Formalisation of Micro food processing Enterprises (PMFME) Scheme,
Ministry of Food Processing Industries (MoFPI) has approved One District One Product (ODOP) for
726 districts in 35 States/ UTs across the country including Eastern States based on the recommendations
of State / UT Governments and also in consultation with Ministry of Agriculture and Farmers Welfare.
Out of which, ODOP has been approved for 92 districts including Bihar, Odisha and Jharkhand except
West Bengal. The district wise details of ODOP for Eastern States are at Annexure-I. However, State/UT
Governments may recommend change in ODOP to MoFPI with the approval of State Level Approval
Committee (SLAC).
(c) & (d). Under Branding and Marketing component of the PMFME Scheme, grants-in-aid upto 50%
of the eligible project cost is provided to the groups of FPOs/SHGs/Cooperatives or an SPV of micro
food processing enterprises in tribal or aspirational districts for developing a common brand with
provision for quality control, standardisation, packaging and adhering to food safety parameters. In
addition, Agricultural and Processed Food Products Export Development Authority (APEDA) providesincentives to processed food exporters including micro food processors under its different schemes for
Infrastructure Development, Quality, Market Development etc.
(e). Under the PMFME Scheme, 2239 and 3771 loans have been sanctioned for credit linked subsidy in
the State of Odisha and Jharkhand with disbursal rate of 81.24 % and 70.67 % respectively till 30th June
2025. The district wise details are at Annexure II. However, the district -wise utilization pattern is not
maintained by the Ministry.
(f) & (g). A third-party Mid-Term Impact Evaluation Study has been conducted to evaluate the
performance of the PMFME Scheme. However, till date, no proposal has been submitted to the
Government for continuation of PMFME scheme beyond Financial Year 2025-26.
