STATUS OF OPERATIONAL VERTICALS OF PMAY-U
NO. 3081. SHRI RADHAKRISHNA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether all verticals of the Pradhan Mantri Awas Yojana - Urban
(PMAY-U) including Beneficiary-Led Construction (BLC), Affordable
Housing in Partnership (AHP) and Credit-Linked Subsidy Scheme
(CLSS) are currently operational and accepting new applications and
if so, the details thereof;
(b) the present status of pending and ongoing housing projects
sanctioned under PMAY during each of the last five years including
the number of houses completed and those yet to be completed,
State-wise;
(c) whether the Government proposes to reopen or expand the
acceptance of new applications under any vertical of PMAY-U in the
future and if so, the details thereof; and
(d) whether applications made during the periods when the submissions
were temporarily closed would be considered at the time of
reopening the scheme and if so, the details thereof?

(SHRI TOKHAN SAHU)
(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic
civic amenities to eligible urban beneficiaries across the country.

The scheme is implemented through four verticals i.e., Beneficiary Led
Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ
Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS).
The scheme period, which was earlier up to 31.03.2022, has further
been extended up to 31.12.2025, except CLSS vertical of the scheme,
to complete the sanctioned houses without changing the funding
pattern and implementation methodology.
Based on the learnings from the experiences of implementation of
PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0
‘Housing for All’ Mission with effect from 01.09.2024 for implementation
in urban areas across the country to support 1 crore additional eligible
beneficiaries in next five years. PMAY-U 2.0 is implemented through
four verticals i.e., Beneficiary Led Construction (BLC), Affordable
Housing in Partnership (AHP), Affordable Rental Housing (ARH) and
Interest Subsidy Scheme (ISS).
As per the Scheme Guidelines of PMAY-U 2.0, selection of beneficiaries,
formulation & execution of projects are done by States/UTs.
States/UTs/Urban Local Bodies (ULBs) are to undertake assessment of
housing demand under different verticals through suitable means.
Eligible citizens are also allowed to apply through Unified Web Portal
of PMAY-U 2.0 and register their demand with all details on the portal.
States/UTs/ULBs validate the beneficiaries as per the eligibility criteria
of the scheme guidelines and selection/ scrutiny of beneficiary list is
done at multiple levels in the States/UTs. The scheme guidelines and
Unified Web-portal for submitting the online applications can be
accessed through https://pmay-urban.gov.in.
State-wise and year-wise details of houses sanctioned and completed/
delivered to the beneficiaries under PMAY-U & PMAY-U 2.0 during each
of the last five years are at Annexure.
