STATUS OF ORGANIC FARMING

(a) the details of area under organic farming in Rajasthan, particularly in the Bharatpur
Parliamentary Constituency, region and district-wise;
(b) the assistance provided to the farmers adopting organic farming;
(c) whether there is any biological cluster in the State and if not, the reasons therefor
(d) whether Bharatpur Parliamentary Constituency would also be accommodated in
such cluster in due course;
(e) the opportunities available for export of organic produce of Rajasthan; and
(f) Government's plan to expand organic farming especially for the State of Rajasthan?

(a) to (f): Organic farming is being promoted through Paramparagat Krishi Vikas
Yojana (PKVY) in all the States/UTs including Rajasthan except North Eastern States
and Mission Organic Value Chain Development for North Eastern Region
(MOVCDNER) for the North Eastern States since 2015-16. Both schemes stress on
end-to-end support to farmers engaged in organic farming i.e. from production to
processing, certification and marketing. Primary focus of the schemes is to form
organic clusters, with preference to small and marginal farmers, to create a supply
chain. Both the schemes are implemented through States /UT Governments.Under PKVY scheme, assistance of Rs. 31,500 per ha is provided over 3 years for
promotion of organic farming. Out of this, assistance of Rs. 15,000 per ha is provided
to farmers through Direct Benefit Transfer for on- farm /off –farm organic inputs,
financial assistance of ₹4,500 per ha for marketing and branding, ₹3,000 per ha for
certification, and ₹9,000 per ha for training and capacity building.
Since 2015–16 (as on 31.12.2025), a total of 10,057 clusters have been formed in
Rajasthan under PKVY, covering an area of 2.01 lakh ha and benefiting 2.88 lakh
farmers. An amount of ₹186.05 crore has been released during the period. Out of this,
₹174.32 crore has been incurred by the state of Rajasthan under PKVY scheme till
31.12.2025.
As per the information provided by the State of Rajasthan, in Bharatpur
Parliamentary Constituency, 335 clusters have been formed covering an area of 6,700
ha and benefitting 9,144 farmers.
For market linkages ecosystem for organic produces, Government is implementing
organic certification programs namely, Participatory Guarantee System of India (PGS-
India) through National Centre for Organic and Natural farming (NCONF) under
Ministry of Agriculture and farmers’ Welfare and National Programme for Organic
Production (NPOP) through Agricultural and Processed Food Products Export
Development Authority (APEDA) under Ministry of Commerce & Industries. NPOP is
a third certification system mainly for export, while PGS-India is low cost participatory
system for domestic organic market.
