STATUS OFPANCHAYATELECTIONS
1354.SHRISANJAYSINGH:
Will the Minister of PANCHAYATIRAJ be pleased to state:
(a) list of States/Union Territories where Panchayat elections were delayed beyond the
constitutional deadline of five years along with the original due date, last election date and
the current status of pending polls for Gram Panchayats, Block Panchayats and Zilla
Parishads;
(b) number of Panchayat bodies (Gram Panchayats, Block Panchayats and Zila Parishads)
whose tenure expiredwithout fresh elections asondate,with State-wise/UT-wise; and
(c) the amount of Central grants under schemes such as 15th Finance Commission and other
rural development funds that has been withheld or not released due to these delayed
Panchayat elections, State-wise andyear-wisedetails thereof?

Ministry of Rural Development has informed that in their schemes such as
Mahatma Gandhi National Rural Employment Guarantee Scheme, Saansad Adarsh Gram
Yojana, Mission Antodaya, Deendayal Antyodaya Yojana–National Rural Livelihood
Mission, National Social Assistance Programme and Pradhan Mantri Awaas Yojana
Graminthere are no separate provision for panchayat-wise release of funds.

As per Ministry of Finance, Department of Expenditure guidelines dated 2-6-2022, as
soon as the concerned local body becomes eligible (either by way of holding elections or
fulfilling the eligibility criteria stipulated), Ministry of Panchayati Raj may recommend
release of withheld portion of grant due to these bodies within the award period. The
Department of Expenditure will release the withheldportionsubject toavailability of funds.
