Parliament Question: Status of PMAY-G in Karauli and Dholpur

Shri Bhajan Lal Jatav: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details and number of houses sanctioned, completed, under construction and yet to be constructed under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G), State-wise; (b) the details and total number of beneficiaries who have not received instalments on time, if so, the major reasons therefor; (c) the timeline fixed for the completion of all the sanctioned houses; (d) whether corruption is taking place in the said scheme with the connivance of departmental officials, if so, the details thereof; and (e) whether the Government proposes to constitute a high-level committee to conduct an inquiry in Karauli and Dholpur districts? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a): As on date, a cumulative target of 4.18 crore houses have been allocated under the PMAY-G to the States and Union Territories (UTs) against which 3.92 crore houses have been sanctioned, 3.13 crore houses completed and 1.05 crore houses are remaining to be completed against allocated targets. State-wise/Union Territory-wise details of houses sanctioned, completed, under construction and yet to be constructed are provided in Annexure I. (b): Under PMAY-G, the Ministry releases Central Share of funds directly to States/UTs considering them as a single unit based upon their Annual Financial Allocation. Under PMAY-G, the unit assistance is paid to the beneficiaries in instalment linked with stages of completion of the house. Some of the reasons for delays in completion include inter aliathe cases of unwillingness of beneficiaries, permanent migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs, delay in updation of credit confirmation from State IFMIS and at times General/Assembly/ Panchayat elections and unavailability of building materials. (c): The approved duration of Phase- II of PMAY-G for completing additional 2 crore houses is March 2029. (d) & (e): As per Framework for Implementation (FFI) of PMAY-G, there is a grievance redressal mechanism to address corruption and other irregularities, if any, which has been set up at different levels of administration viz., Gram Panchayat, Block, District and the State. An official of the State Government is designated at each level to ensure appropriate disposal of grievances to the satisfaction of the complainant. The official is responsible for disposing off the grievance / complaint within a period of 15 days from the date of receipt of the grievance / complaint. In addition, there is also a procedure of lodging of complaints on the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) portal (pgportal.gov.in) by the public. The complaints received in the Ministry of Rural Development through CPGRAMS or otherwise are forwarded to the respective State Governments/ Union Territory (Union Territory) Administrations for redressal of the grievance. In addition, many States also have provisions for grievance redressal mechanism including Integrated Grievance Redressal System and CM helpline Page 2 of 4Furthermore, to prevent misuse of funds under PMAY-G, assistance is provided to the beneficiaries directly into their bank account/ post office account through Aadhaar Based Payment System/Direct Benefit Transfer (DBT) in construction linked installments.
