SHRI MALVINDER SINGH KANG: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the current status of houses sanctioned under Pradhan Mantri Awas Yojana – Urban (PMAY-U) for Kharar (Mohali) and Rupnagar Urban Local Bodies (ULBs) in Anandpur Sahib Lok Sabha Constituency; (b) whether it is a fact that several projects in these ULBs have remained at the foundation stage since 2022; (c) if so, the specific reasons for the delay in the release of Central assistance for these projects; and (d) the steps being taken by the Government to expedite the completion of these units for Economically Weaker Section (EWS) beneficiaries? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to all eligible urban beneficiaries across the country. Based on the learnings from the experiences of implementation of PMAY- U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by 1 crore additional eligible beneficiaries at affordable cost in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). Based on the project proposals submitted by States/Union Territories (UTs), a total of 122.28 lakh houses, including 10.66 lakh under PMAY-U 2.0, have been sanctioned by the Ministry, so far. Out of which, 114.84 lakh houses have been grounded and 97.02 lakh are completed/delivered to the beneficiaries across the country as on 22.01.2026. The release of Central Assistance is incumbent upon fulfilment of mandatory compliances by the concerned States/UTs viz. submission of Utilisation Certificates (UCs), Aadhaar seeding of beneficiaries, Action Taken Report (ATR) on the recommendations of Third Party Quality Monitoring Agencies (TPQMA), Geo-tagging of progress of construction stages of houses/projects, registration of projects under Real Estate (Regulation and Development) Act, 2016 (RERA), etc. and other instructions issued by the Ministry. Due installments are released to States/UTs based on compliances as per PMAY-U Guidelines. The Ministry conducts regular review with the States/UTs on progress of the scheme including timely completion and allotment of all sanctioned houses within stipulated timeline.
