Parliament Question: Status of PMAY-U in Rajasthan

SHRI BRIJENDRA SINGH OLA: SHRI RAHUL KASWAN: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the completion ratio of houses sanctioned, under construction and completed as on date under the Pradhan Mantri Awas Yojana-Urban (PMAY-U) in the country, State-wise, particularly in Rajasthan; (b) the reasons behind low performance of Rajasthan in comparison to overall average of the country; (c) the major reasons for delay in implementation of PMAY-U projects in Rajasthan and the corrective measures taken by the Government to resolve this issue; (d) the total number of houses sanctioned and still incomplete during the last five years and the current year in the urban bodies under PMAY-U in Jhunjhunu and Churu Lok Sabha Constituencies along with the average delay in their completion; (e) whether the Government has made any independent third-party agency regarding funds disbursement and construction progress under PMAY-U and if so, the details thereof, beneficiary-wise; and (f) whether the Government proposes to implement time-bound action plan for timely completion of delayed construction of houses under PMAY-U in Churu Lok Sabha Constituency and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (f): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). …2/--2- PMAY-U/PMAY-U 2.0 adopts a demand driven approach wherein States/Union Territories (UTs) have conducted demand survey through their Urban Local Bodies (ULBs)/Implementing Agencies in their respective jurisdictions, based on eligibility criteria. States/UTs formulate project proposals as per their assessed demand of houses under the scheme and get them approved by the State Level Sanctioning & Monitoring Committee (SLSMC) constituted under the Chairmanship of Chief Secretary of the State/UT concerned. After approval from the concerned SLSMC, States/UTs submit the proposals to this Ministry for approval of Central Assistance by the Central Sanctioning and Monitoring Committee (CSMC). Based on the project proposals submitted by States/UTs, a total of 122.28 lakh houses, including 10.66 lakh under PMAY-U 2.0, have been sanctioned under the schemes by the Ministry, so far across the country including Rajasthan. Of the sanctioned houses, 114.84 lakh houses (94%) have been grounded for construction, of which 97.02 lakh (85%) are completed/delivered to the beneficiaries as on 22.01.2026. A total of 3,48,053 houses have been sanctioned in the State of Rajasthan, including 55,653 house under PMAY-U 2.0, out of which 3,11,612 (90%) houses have been grounded, of which, 2,64,828 houses (85%) have been completed, so far. The State/UT-wise details of houses sanctioned, grounded and completed across the country, including Rajasthan is at Annexure-I. The details of total number of houses sanctioned, grounded and completed during the last five years and the current year in Jhunjhunu and Churu Lok Sabha Constituencies are at Annexure-II. Further, as per the scheme guidelines, there is provision to ensure quality of construction under BLC/AHP/ARH verticals of the Mission through Third Party Quality Monitoring Agencies (TPQMA). TPQM Agencies are required to visit the project site and to advise State/UT and Urban Local Bodies on quality related issues. As per the scheme guidelines, the release of Central Assistance is done subject to submission of mandatory compliances by States/ UTs viz. submission of Utilisation Certificates (UCs), Action Taken Report (ATR) on the recommendations of TPQMA, Geo-tagging of progress of construction stages of houses/projects, registration of projects under Real Estate (Regulation and Development) Act, 2016 (RERA), etc. The Ministry conducts regular review with the States/UTs on progress of the scheme including timely submission of compliances by States/UTs for subsequent release of Central Assistance and its utilization for completion of the sanctioned houses within the stipulated timeline Churu Lok Sabha Constituency. *****Annexure-I referred in reply to LS USQ No. 948 due for answer on 05.02.2026 State/UT-wise details of houses sanctioned, grounded and completed, including Rajasthan under PMAY-U and PMAY-U 2.0 Physical Progress of Houses (Nos.)
